SUBJECT:
CARLYLE PLACE - ON-STREET PARKING
RECOMMENDATIONS:
That the on-street parking regulations on Carlyle Place be changed to “No Parking
Anytime” on the south side (inner curve) of Carlyle Place from a point 30 metres west of
Carlyle Drive to a point 30 metres west thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Carlyle Place. The request cited concerns about vehicles parking on the inner
curve of the roadway in the area of 21 Carlyle Place, creating issues regarding safe two-way
traffic through this curved section of Carlyle Place.
At the present time, on-street parking is permitted on both sides of Carlyle Place for a maximum
period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law
No. 2007-138.
REPORT:
Transportation Planning has reviewed this issue including a field investigation, and has concluded
that safe access to and from the residential driveways, as well as the safe operations of a vehicle
traversing the roadway through the curved section can be impacted by vehicles parked in this
area. Furthermore, emergency vehicle access to and from any residential property is impacted
by the narrowing of the roadway while vehicles are parked along the inner curve.

Transportation Planning is recommending prohibiting parking at anytime on the inner curve at
21 Carlyle Place to ensure safe two-way traffic through the curve along with safe access to and
from residential properties, both by area residents and emergency response vehicles. It is
anticipated that a loss of four (4) parking spaces over 30 metres through the curved section will
be the result of this prohibition.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation is $500 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
Transportation Planning issued a notification letter to the 16 area residents of Carlyle Place,
outlining the parking proposal. Of the 16 residents notified, four (4) residents were in support of
the parking proposal and three (3) residents were not in favour of the proposed changes.
However one (1) of the residents, who did not support the changes, understood the safety
issues of prohibiting parking in aforementioned area.
