HomeMy WebLinkAboutDTS-10-155 - Huck Crescent - On-street Parking REPORT Report To:Development & Technical Services Committee Date of Meeting: September 13, 2010 Submitted By: John McBride, Director of Transportation Planning Prepared By: Jeramie Lewis, Traffic Technologist Ward(s) Involved: West - Victoria Park (6) Date of Report: August 12, 2010 Report No.: DTS-10-155 Subject: HUCK CRESCENT - ON-STREET PARKING RECOMMENDATIONS: That the on-street parking regulations on Huck Crescent be changed to “No Parking Anytime” on the north/east side (inner curve) of Huck Crescent from a point 50 metres west of Udvari Crescent to a point 25 meters west thereof; and That the on-street parking regulations on Huck Crescent be changed to “No Parking Anytime” on the north/west side (inner curve) of Huck Crescent from a point 210 metres west of Highgate Road to a point 25 meters west thereof; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Huck Crescent. The request cited concerns about vehicles parking on the inner curve of the roadway in the areas of 96 and 204 Huck Crescent, creating issues regarding safe two-way traffic through these curved sections of Huck Crescent. At the present time, on-street parking is permitted on both sides of Huck Crescent for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. î ó ï REPORT: Transportation Planning has reviewed this issue including a field investigation, and has concluded that safe access to and from the residential driveways, as well as the safe operations of a vehicle traversing the roadway through these curved sections can be impacted by vehicles parked in this area. Furthermore, emergency vehicle access to and from any residential property is impacted by the narrowing of the roadway while vehicles are parked along the inner curve. Transportation Planning is recommending prohibiting parking at anytime through the inner curves at 96 and 204 Huck Crescent to ensure safe two-way traffic through the curves along with safe access to and from residential properties, both by area residents and emergency response vehicles. It is anticipated that a loss of six (6) parking spaces over 50 metres from both curved sections will result from this prohibition. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: The residents of Huck Crescent were issued a letter outlining the parking proposal, and were asked to provide comment on this matter by contacting Transportation Planning. Staff received one (1) comment in support of the proposed changes.
