SUBJECT:
PARK MASTER PLAN FINAL APPROVAL
RECOMMENDATION:
That the Park Master Plan dated June 2010 be approved; and further,
That the implementation of the Park Master Plan strategies and implementation actions
be referred to the corporate business planning and the annual capital and operating
budget processes for consideration.
BACKGROUND:
On June 1, 2009 and October 26, 2009 staff provided updates on the Parks Master Plan to
Community Services Committee (reports CSD-09-037 & CSD-09-058).
On May 10, 2010 Council received the draft Park Master Plan (dated April 2010) for information
(report CSD-10-030) and at that time the consultant team provided a presentation to committee.
Staff was directed to return to Council on June 28, 2010 to present the final Park Master Plan
for final consideration, subject to the completion of the public review and comment period.
On June 28, 2010 the consultant team presented the final Parks Master Plan and staff report
CSD-10-043 to Council. City Council passed the following resolution:
“That consideration of the staff recommendation contained in CSD report CSD-10-043 (D. Ritz)
be referred to
dated June 16, 2010, dealing with approval of the Park Master Plan (June 2010),
the September 27, 2010 Community Services Committee meeting
, to allow for additional
time for community response to the draft Park Master Plan and for consultation on the Plan with
the Environmental Committee, Cycling Advisory Committee and the Economic Advisory
Committee.”

REPORT:
Community and advisory committee comments received have been reviewed and are
summarized in the Project Team’s letter (dated September 10, 2010) from the GSP Group Inc.
(Attachment 1). The following is a brief summary.
Additional Community Responses
The public consultation period, at request of Council was re-opened for additional community
input from June 28 through September 10, 2010. Notification was provide through media
release, Your Kitchener articles, city’s web page and media reporting (Rogers TV and The
Record articles). Opportunities included an on-line feedback survey available on the city’s web
site and opportunities for written comments through the Park Master Plan email address. One
additional comment was received on the on-line feedback survey and no additional comments
through the Park Master Plan email address.
Additional Stakeholder Input - Advisory Committees
A joint meeting of the Environmental, Cycling Advisory and Economic Development Advisory
committees was called on September 2, 2010. This notice also provided information on how to
provide comment for those unable to attend the joint meeting. The project team provided a
detailed presentation of the Park Master Plan followed by questions/discussion primarily
focussed on clarification items. No requested changes were made by the members present.
With the conclusion of the extended community review period and additional advisory
committee input, staff is recommending that Council approve the Park Master Plan (dated June
2010) and that staff be directed to implement the strategies and actions items through
corporate business planning and the annual capital and operating budget processes.
FINANCIAL IMPLICATIONS:
Financial implications as a result of the Park Master Plan Strategies and Implementation Actions
will be brought forward through the ten-year Capital Budget Forecast and Annual Operating
Budget.
COMMUNICATIONS:
Communication for the extended public consultation period included media release and web site
update for the community consultation and a joint committee notification and reminder emails for
the September 2, 2010 joint advisory committee meeting.
CONCLUSION:
The Park Master Plan is inspired and strengthened by the participation of many citizens and a
diverse group of stakeholders representing a wide range of interests in the City’s parks system.
The approval of the Park Master Plan represents a critical step in the renewed effort to
sustaining and improving our quality of life through an invaluable parks system.
