Gosse ext. 2801 WARD(S) INVOLVED: n/a DATE OF REPORT: September 22, 2010 REPORT NO.: CRPS-10-159 SUBJECT: APPOINTMENTS - JOINT MUNICIPAL ELECTION COMPLIANCE AUDIT COMMITTEE RECOMMENDATION: For Information Only BACKGROUND: The Municipal Elections Act now mandates that every municipality appoint for a 4 year term, a Compliance Audit Committee no later than October 1 of an election year. Essentially the mandate of this committee is to determine if an allegation made by an elector regarding non- compliance of the Act with respect to a candidate’s financial statement, would warrant an audit by a certified auditor. Corporate Services Department report CRPS-10-111 was considered by the Finance & Corporate Services Committee on June 21, 2010 recommending that an audit committee be established jointly with the Region of Waterloo, the cities of Kitchener and Waterloo and, the townships of North Dumfries, Wellesley, Wilmot and Woolwich. On June 28, 2010 Council adopted the following recommendation: “That the creation of the Joint Municipal Election Compliance Audit Committee and the Terms of Reference attached as Appendix “A” to Corporate Services Department report CRPS-10- 111, be approved; and That the City Clerk be delegated the authority to appoint members of the Joint Municipal Election Compliance Audit Committee, in consultation with the Clerks of the other participating municipalities; and further, That remuneration of $150 per diem be approved for members of the Joint Municipal Election Compliance Audit Committee.” REPORT: Advertisements were made in various newspapers throughout the region and on the municipalities’ web sites. This resulted in 10 applications being submitted. The Clerks of the ×Úï ó ï participating municipalities reviewed the applications and unanimously agreed to appoint the following individuals as members of the Joint Municipal Election Compliance Audit Committee: Lillian Bass; Rennie Brudnjak; Thomas Jutzi; Kent Murray; Robert Sicard; Grace Sudden; and, Robert Williams. The qualifications of these individuals meet the requirements detailed in the Terms of Reference for experience and expertise in the following areas: • accounting and auditing • political science and/or local government administration • law • municipal election finance rules The administration of meetings, preparation of agendas, minutes, payment of remuneration, etc. will be the responsibility of the host municipality. The host municipality is defined as the municipality where the application for a compliance audit is received. A host municipality can only receive applications for candidates registered in its municipality.
