SUBJECT: E10-086 -Consultant Services -Reconstruction of Moore Avenue
(Emma Avenue to Graham Street)
RECOMMENDATION:
That Expression of Interest E10-086, Consultant Services -Reconstruction of Moore Avenue
(Emma Avenue to Graham Street), be awarded to Meritech Engineering, Cambridge, Ontario at
their estimated fee of $173,109.75, plus H.S.T. of $22,504.27, for a total of $195,614.02, based
on a satisfactory contract being negotiated and an upset fee being established, and further that
the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The infrastructure for the Moore Avenue Reconstruction project has generally reached the end
of its' useful life and requires full replacement. This reconstruction project includes Emma
Avenue in the City of Kitchener to Graham Street in the City of Waterloo. Moore Avenue
between Emma Avenue and Graham Street within the City of Waterloo is approximately 451 m
long, with approximately 405m between Emma Avenue and the City of Waterloo boundary and
approximately 46m between the City of Waterloo boundary and Graham Street. The
construction work of this project will be completed in approximately September 2013.
All underground services to the property line will be replaced along with new roadway, curb and
gutter, and sidewalks.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of S. Daniel, Design & Construction Project Manager, S. Shah, Design Engineer, E.
Saunderson, Engineering Construction Project Manager, and L. Gordon, Director of Supply
Services.

Expressions of interest were advertised in The Record, on The City of Kitchener Home Page
and on the Internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by fifteen (15)
interested parties, and by the closing date of Friday July 23~d, 2010, ten (10) responses had
been received.
The Review Committee met on Tuesday August 17th, 2010 to review the submissions and a
shortlist of three candidates was selected for further interviews. The Committee met on
Tuesday September 7th, 2010 to interview the shortlisted candidates. The Committee elected to
award the project to Meritech Engineering, Cambridge.

Budget estimate is $223,239.
Any surplus funds will be returned to Uncommitted (59500194) which are projects funded by
Sanitary Sewer (46%), Waterworks (31 %) and Capital out of Current/Storm Sewer (23%).
