HomeMy WebLinkAboutFIN-10-151 - P09-110 - CMF Photovoltaic Systeml REPORT REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-10-04 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Steve Rudak, Buyer (2213) WARD(S) INVOLVED: 3 DATE OF REPORT: 2010-09-29 REPORT NO: FIN 10-151 SUBJECT: Construction Management Services -Photovoltaic System RECOMMENDATION: That Melloul-Blamey Construction Inc., Waterloo, be authorized to undertake the Construction Management Services related to the CMF Solar Roof Installation, including the retention of Photowatt Ontario Inc. for the supply and installation of the solar roof, in accordance with Photowatt Ontario Inc.'s proposal accepted by the City, to an upset limit of $3,800,000., plus HST. BACKGROUND: At the meeting of September 14th, 2009, City Council provided an approval to award E09-054, Construction Management Services, to Melloul-Blamey Construction Inc., for the successful redevelopment of the Consolidated Maintenance Facility, Goodrich Drive. And further, at the meeting of April 12th, 2010, City Council provided a conditional approval, awarding P09-110 -Photovoltaic System, to Photowatt Ontario Inc., subject to the necessary approvals required of The Ontario Power Authority and Kitchener Wilmot Hydro. On August 19th, 2010, the City received the approval to proceed from the Ontario Power Authority, and subsequently, on September 13th, 2010, an approval was also received from Kitchener Wilmot Hydro, to proceed with the project. iv)-1 REPORT: This report seeks the approval of Council, authorizing Melloul-Blamey Construction Inc., to undertake the construction management services related to the CMF solar roof installation, including the retention of Photowatt Ontario Inc. for the supply and installation of the solar roof, in accordance with the Photowatt proposal accepted by the City. Since Melloul-Blamey Construction Inc. was retained by the City to provide construction management services for the CMF redevelopment, it was contemplated in our RFP document that, upon regulatory approval of the solar roof project, Melloul-Blamey would assume the responsibility for overseeing the solar roof project as our Constructor. FINANCIAL IMPLICATIONS: The construction budget for the CMF solar roof is $3,800,000., plus HST, which forms part of the overall approved solar roof budget of $4,100,000. Melloul-Blamey Construction's management fee is included within this budget at an estimate of $39, 564.36. ACKNOWLEDGED BY: Dan Chapman, General Manager of Financial Services and City Treasurer iv)-2
