The Heritage Kitchener Committee met this date, commencing at 4:08 p. m.

HERITAGE IMPACT ASSESSMENT (HIA) - ROCKWAY HOLDINGS LIMITED LANDS
NORTH OF THE PROPOSED FAIRWAY ROAD EXTENSION, ZELLER DRIVE
Mr. J. Ariens declared a conflict of interest as he is employed by a firm associated with this
item and accordingly, did not participate in any discussion or voting regarding this matter.
The Committee considered a Heritage Impact Assessment (HIA), dated September 20, 2010
regarding the Rockway Holdings Ltd. lands located north of the proposed Fairway Road
extension and Zeller Drive.
Messrs. Owen Scott, the Landplan Collaborative Ltd. and Odete Gomes, IBI Group presented
the subject HIA, advising that the potential affect from the re-zoning of the subject lands and
the proposed Draft Plan of Subdivision (IBI Group, September 2009) relate to access, both
visual and physical. Mr. Scott stated that the nature of the floodplain, being very wide and flat
with a high, treed bank on the opposite side, and the relatively low-density, large lot single-
family homes and parkland development adjacent minimizes any negative impacts providing
physical and visual access is provided. He added that this would be accomplished by having
parkland at the ends of the internal streets, which will serve to maintain the views and vistas to
the Grand River. It was noted that the subdivision design was developed through lengthy
collaboration between City staff, the Grand River Conservation Authority (GRCA) and the
proponent. He added that options were considered during the deliberation process and the
resulting plan is one which satisfies the objectives of conserving the cultural heritage values of
the Grand River as a Canadian Heritage River.
In response to questions, Mr. Scott advised that being identified as a Canadian Heritage River
is not the same as designation under the Ontario Heritage Act; rather, it is a recognition of the
River's importance and is referenced as such in the City's Official Plan. He commented that
the GRCA has jurisdiction over the River and its floodplain. He added that the conservation
measures suggested in the HIA provide an opportunity for the placement of commemorative
and interpretive displays to celebrate the heritage resources, particularly by being placed in
public spaces such as the parkland accesses to the Grand River floodplain and along the
Grand River Walter Bean Trail.
Mr. L. Robertson commented that drivers on the internal streets of the proposed subdivision
would be visually separated from the historic views by the residential development. He
suggested that the road could be constructed on the outer edge between the houses and the
floodplain to maintain the view to the River. Mr. Scott pointed out that given the elevation, one
is not able to see the actual Grand River from that vantage point. It was noted that the Fairway
Road extension should provide improved views to the Grand River for area traffic.

Mr. J. Ariens declared a conflict of interest as he is related to the owner of the subject property
and did not participate in any voting or deliberations regarding this matter. It was noted that
pursuant to Section 6 of the Advisory Committee Members' Code of Conduct, members who
are seeking consideration of a Heritage Permit Application (HPA) for their property are
permitted to address the Committee regarding their HPA.
The Committee considered Development and Technical Services Department report DTS-10-
171, dated September 17, 2010 regarding Heritage Permit Application HPA 2010-IV-019
concerning proposed alterations to the Drive Shed located at 300 Joseph Schoerg Crescent.

Ms. M. Wade advised that while the staff report recommends approval of HPA 2010-IV-019,
since that report was written, it has come to light that approval of some of the proposed
measures would impact the City's parking requirements. Accordingly, staff is requesting that
this matter be deferred to the Committee's November 2, 2010 meeting to allow time for these
issues to be resolved.
Mr. J. Ariens advised that he reluctantly agrees with the deferral, but is unsure if the issues
raised by the City's Transportation Planning Division can be resolved within the proposed
timeframe.
On motion by Mr. L. Robertson -
itwas resolved:
"That consideration of Heritage Permit Application HPA 2010-IV-019 be deferred and
referred to the November 2, 2010 Heritage Kitchener meeting to allow time for the
resolution of parking requirement issues."
3. HERITAGE PERMIT APPLICATION HPA 2010-V-020
- 17 HEINS AVENUE
- PROPOSED REAR PORCH DEMOLITION
The Committee was in receipt this date of Heritage Permit Application HPA 2010-V-020,
concerning the demolition of the rear porch at 17 Heins Avenue. Ms. M. Wade reviewed the
application.
On motion by Ms. E. Gallaher -
itwas resolved:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2010-V-020, be approved to permit the demolition of the rear porch at 17 Heins
Avenue in accordance with the plans submitted with the application and subject to the
following condition:
i. That the final building permit drawings be reviewed and heritage clearance
issued by heritage planning staff prior to the issuance of a building permit.
PRESENTATION OF HERITAGE DOCUMENTATION OF 1405 KING STREET EAST
(ROCKWAY CENTREI
The Committee was in receipt this date of a Heritage Criteria Summary for 1405 King Street
East (Rockway Centre). Ms. E. Gallaher presented the summary and advised that given the
property's importance as a transit hub and historic associations, it merits consideration for
designation under Part IV of the Ontario Heritage Act. In addition, she suggested that the
Rockway Drive neighbourhood should be considered as a future Heritage Conservation
District.
The Committee thanked Ms. Gallaher for all of her work investigating the history of 1405 King
Street East as well as her dedication to the conservation of the City's heritage resources over
the past five and a half years as a member of Heritage Kitchener.
