SUBJECT:
AMENDMENT TO CHAPTER 270 (PARKS)
RECOMMENDATION:
That a by-law be enacted to amend Chapter 270 (Parks) of the City of Kitchener Municipal
Code, with respect to regulating a protected area within the Huron Natural Area.
BACKGROUND:
Community Services staff have identified an archeologically significant area within the Huron
Natural Area that they wish to establish as a protected area. As such, they have requested By-
law Enforcement staff to work with them to amend Chapter 270 (Parks) with regard to
establishing the protected area.
REPORT:
The subject area is located within the Huron Natural Area, adjacent to a section of Woodbine
Avenue, as depicted on the map attached to this report. The proposed by-law amendment
would prohibit anyone from being on any land within the subject area unless they are on a path
or trail as established by the City.
Subsequent to the by-law amendment, staff will be applying to the Ministry of the Attorney
General for approval of a set fine which would allow officers to issue Provincial Offences tickets
on the spot, in addition to the traditional approach of a summons to court.

CONCLUSION:
Staff deem it appropriate to amend Chapter 270 (Parks) to establish a protected area within the
Huron Natural Area.
