SUBJECT:
2011 BUSINESS LICENSING FEES
RECOMMENDATION:
That the proposed business licensing fees contained in Corporate Services Report CRPS-10-
156 be approved; and
That City of Kitchener Municipal Code Chapter 501 (Business Licence Fees) be amended to
reflect the approved 2011 business licence fees effective January 1, 2011.
BACKGROUND:
Every year Council reviews all user fees before the end of the year. Being 2010 is an election
year, the increase of fees is not expected to come into effect until March of 2011. Under
Chapter 500.2.6 of the City of Kitchener Municipal Code (General Provisions – Issue of
Licences), business licences expire each year on December 31. It is therefore necessary to
have the business licence fees approved before December of 2010 in order to prepare the
required notices for renewal.
REPORT:
Attached is a Schedule showing the current business licence fees for 2010 and the proposed
fees for 2011. Licence fees are being increased by approximately 2.5% as per the budget call.
There are no unusually high increases for any category of business licences.
Licensing fees are usually rounded to the nearest dollar for convenience to our customers,
many who still pay in cash, therefore some fees have increased slightly more than the 2.5% and
some slightly less.
Each year Licensing mails approximately 1500 renewal notices in December. It would be very
time consuming for staff and confusing for the many businesses in Kitchener if it was necessary
to send notices at the end of December for the current fees and then another notice in March for
the increase in fees.

FINANCIAL IMPLICATIONS:
Business Licensing revenues should increase by approximately $7,890.00 from 2010.
