BACKGROUND: In the spring of 2009 the City of Kitchener was awarded federal and provincial grants, through the Infrastructure Stimulus Funding Program, to carry out accessibility upgrades to a number of our facilities. Breithaupt Centre was identified under the City of Kitchener's Accessibility Report as having deficiencies in a number of areas. As well, the City of Kitchener was award a grant through the RinC Funding Program to carry out mechanical upgrades to the Pool at this facility. REPORT: Staff felt the completion of all the work at the Breithaupt Centre as one project would be most appropriate and it advertised a request for tenders in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Only one (1) tender has been received. It was received from Greyhound Contracting inc.,Waterloo, ON at their tendered price of $730,000.00, plus H.S.T. of $94,900.00 for a total of $824,900.00. This Tender has come in $ 151,335.00 over the estimated budget but staff feel that it is beneficial to focus on undertaking all the outstanding work at this facility at once while the facility is closed and since there is interconnect between the work. The excess cost of completing the work at the Breithaupt Centre has not been specifically budgeted. Staff support the reallocation of unspent funds totaling $151,335.00 from other City general accounts pertaining to community centres and aquatic facilities as set out below. The City would not be taking on additional liabilities but rather reallocating the funds intended for the general purpose of community centres and aquatics, specifically to complete all the improvements required at the Breithaupt Centre. In accordance with the authority delegated to me by Council on September 7th wherein I may approve expenditures or other liabilities which are currently unbudgeted and with a value in excess of $50,000, I approve the reallocation of unspent funds totaling $151,335.00 from the accounts listed above to the Breithaupt Centre Project to complete the work set out in Tender 10-114.
