DOON SKATIUM LEGAL AGREEMENT
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a cooperative agreement between the
Corporation of the City of Kitchener and the Optimist Club of Southwest Kitchener for
the purpose of the operation of the mobile skateboard park, subject to the satisfaction of
the City solicitor.
BACKGROUND:
In 2001, the City of Kitchener, the Optimist Club of Southwest Kitchener (Optimist Club) and the
Doon Pioneer Park Community Association (DPPCA) came together as organizations interested
in developing additional recreation and leisure programs for young people living in the Doon
area. This collaborative recognized the strong skateboarding interest of youth in the community
and decided to pursue the acquisition of a mobile skate park. The purchase of the mobile
skateboard park was funded through a grant from the Ontario Trillium Foundation and the
DPPCA’s festival of neighbourhoods grant. The project received leadership and support from
all volunteers and staff of the collaborative. The original Doon Skatium agreement outlined a
three-way partnership whereby the City of Kitchener leased the skate park from the Optimist
Club. The city was responsible for maintaining and operating the mobile skate park and for
implementing all of the summer programming.
REPORT:
The original agreement has since expired and staff has met with Club representatives to outline
the details for a new agreement. The most significant change to the updated agreement is that
the Club will relinquish and transfer ownership of the skate park to the City of Kitchener. The
DPPCA will no longer be a party to the agreement as their direct funding role has been fulfilled.
The roles and responsibilities of the City and the Optimist Club and appropriate risk
management provisions will be reflected where deemed necessary in the new agreement.

The mobile skate park is coordinated by staff in Youth Services and operates during the
summer months at various community centres across the city. As a main partner in this
program, the Optimist Club of Southwest Kitchener will continue to provide support, leadership
and resources to ensure the successful operation of this service.
