HomeMy WebLinkAboutDTS-10-163 - Overlea Drive Onstreet Parking REPORT Report To: Development & Technical Services Committee Date of Meeting: November 8, 2010 Submitted By: John McBride, Director of Transportation Planning Prepared By: Jeramie Lewis, Traffic Technologist Ward(s) Involved: Forest-Rockway (5) Date of Report: October 14, 2010 Report No.: DTS-10-163 Subject: OVERLEA DRIVE – ON STREET PARKING RECOMMENDATIONS: That on-street parking be prohibited on Overlea Drive on the west side from a point 156 metres south of Westmount Road to a point 22 metres south thereof; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received a request to review the parking regulations on Overlea Drive. The request cited concerns about vehicles parking at the residential access road. Concerns were cited regarding safe two-way traffic and pedestrian movements and sightlines at this location on Overlea Drive and the Residential Access Road. Furthermore, emergency vehicle access to and from any residential property is impacted by the narrowing of the roadway while vehicles are parked along this section of Overlea Drive and the Residential Access Road. REPORT: At the present time, on-street parking is permitted on the east side of Overlea Drive in this area for a maximum period of three (3) consecutive hours, and is prohibited on the west side from Westmount Road to a point 156 metres south thereof, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Planning has reviewed this issue including a field investigation, and has concluded that safe two-way traffic, pedestrian movements and sightlines are impeded by this on-street parking where Overlea Drive meets the Residential Access Road. In order to address this issue, it is recommended to extend the prohibition of on-street parking anytime on the west side (even house side) of Overlea Drive by an additional 22 metres as per the attached plan. This will ensure safe access to all residential properties, both for the residents and for emergency vehicles. However, this proposed parking prohibition would result in the loss of approximately three (3) available on-street parking spaces. ï ó ï FINANCIAL IMPLICATIONS: The approximate cost for signing including installation is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: A written notification letter was sent to the residents adjacent to the area on July 26, 2010, notifying them of the proposed changes. A response was received from one (1) resident indicating that they were not in support of the changes, however, they understood the safety concerns that had been expressed.
