HomeMy WebLinkAboutDTS-10-165 - Belmont Ave West - NSA REPORT REPORT TO: Development & Technical Services Committee DATE OF MEETING: November 8, 2010 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Jeramie Lewis, Traffic Technologist WARD(S) INVOLVED: Ward 6 DATE OF REPORT: October 14, 2010 REPORT NO.: DTS-10-165 SUBJECT: BELMONT AVENUE WEST- NO STOPPING ANYTIME RECOMMENDATIONS: That the No Stopping 4:30pm – 5:30pm, Monday to Friday regulation on Belmont Avenue West be changed to “No Stopping Anytime” on the north side from a point 200 metres east of Glasgow Street to a point 40 metres east thereof ; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received a request from Grand River Transit (GRT) to review a transit stop in front of 564 Belmont Avenue West. T he request cited concerns of vehicles, both commercial and personal, stopping within the transit stop area. Concerns were cited related to vehicles blocking access for the transit stop in front of 564 Belmont Avenue West. REPORT: At the present time, on-street parking is prohibited anytime, along with stopping being prohibited from 4:30pm – 5:30pm, on both sides of Belmont Avenue West from Glasgow Street to Highland Road, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Planning has reviewed this issue including a field investigation with GRT and confirmed that an area in front of 564 Belmont Avenue West is in fact being impacted by both commercial and personal vehicles stopping at this location. Transportation Planning recommends that the “No Stopping 4:30pm – 5:30pm, Monday to Friday” regulation be changed to a “No Stopping Anytime” on the north side from a point 200 metres east of Glasgow Street to a point 40 metres east thereof. Provision of this regulation will address GRT’s operational concerns at their transit stop, while still accommodating short term drop offs / pick ups that regularly occur at this medical building. The safe area for patrons being dropped off and picked up is on the west side of the property. î ó ï FINANCIAL IMPLICATIONS: Transportation Planning and the property management group at 564 Belmont Avenue West are in discussions regarding a safe area for patrons that are dropped off and picked up from this medical building. A concrete landing pad may be installed in front of 564 Belmont Avenue to accommodate these patrons. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation is $250 and will be taken from the existing sign maintenance budget.
