Weylie, Chair & Members of Development & Technical Services Committee DATE OF MEETING: November 8, 2010 SUBMITTED BY: Tim Becket, Fire Chief PREPARED BY: Gary Mann, Deputy Fire Chief WARD(S) INVOLVED: All DATE OF REPORT: September 23, 2010 REPORT NO.: DTS - 10-177 SUBJECT: Sur-Gard System III Virtual Receiver Purchase RECOMMENDATION: “That the Purchase of Sur-Gard System III Virtual Receiver be approved from a single source provider, namely Digital Security Controls (DSC)." EXECUTIVE SUMMARY: Kitchener Fire, Direct Detect Division’s existing receiver equipment has now exceeded its service life expectations and it is necessary to upgrade the hardware to ensure the alarm monitoring system remains operational and thereby maintain service expectations. The Sur- Gard System III Virtual Receiver; Monitoring Station Receiver is the most advanced scheduling and notification solution available at this time. The new technology has the capabilities to expand (IP and cellular) and incorporates a fully automated redundancy system which switches to back up without a technician on site which will eliminate down time. The system also enables some remote troubleshooting through a network connection and has readily available replacement partsand does not require the system to be powered down before parts may be changed; resulting in less down time. It is recommended that Council approve the purchase Sur-Gard System III Virtual Receiver from Digital Security Controls (DSC). Larry Gordon, the Director of Supply Services, concurs with the above recommendation. BACKGROUND: To date, Kitchener Fire, Direct Detect monitoring system utilizes “Sur-gard MLR2-DG”, which was purchased in 1998. The hardware service life has now been exceeded and the technology of that time has been surpassed. This equipment offers no means of expansion and if the system fails, the on-call technician must manually swap-out the í ó ï equipment or replaces parts. The existing system requires all service to be done on site. All components are not hot swappable and requires the system to be powered down before parts may be changed. This down time is a significant liability to service delivery. (Alarms wouldn’t be received)It is also acknowledged that parts are no longer available . and the unit would require service by an outside provider, if repairable at all. The Sur-Gard System III Virtual Receiver upgrade provides new technology and addresses all concerns not provided with the old unit. Sur Gard System III Dialler Receiver: Is expandable to IP and cellular service; o Has a fully automated redundancy and switches to back up without technician on o site; thereby eliminating down time; Enables some troubleshooting remotely through a network connection o Components are fully “hot-swappable” and requires no down time to replace o parts Replacement parts are readily available; product is manufactured in Concord, o Ontario Runs self diagnostic to constantly supervise component software to ensure o automatic back-up and function ability. IP Line Capability (Internet Protocol) o Cellular Line Card Capability (uses GSM/GPRS Quad-band frequency) o City staff are aware of only one provider of a product of this type. This single source recommendation for purchase of Sur-Gard System III Virtual Receiver from Digital Security Controls (DSC) has been reviewed by Larry Gordon, Director of Supply Services, who concurs with the above recommendation to Council. This amount is budgeted for as part of Fire computer maintenance account 400101010- 412176. í ó î CONCLUSION: Digital Security Controls (DSC) is the only provider that meets the requirements of our service.
