HomeMy WebLinkAboutDTS-10-182 - Procedure for Giving Public Notice for Planning Act Applications REPORT REPORT TO: Development and Technical Services Committee DATE OF MEETING: November 8, 2010 SUBMITTED BY: Alain Pinard, Interim Director of Planning (519-741-2319) PREPARED BY: Della Ross, Manager of Development Review, (519-741-2327) WARD(S) INVOLVED: All Wards DATE OF REPORT: October 26, 2010 REPORT NO.: DTS-10-182 SUBJECT: PROCEDURE FOR GIVING PUBLIC NOTICE FOR PLANNING ACT APPLICATIONS RECOMMENDATION: That planning staff review Council Policy I – 1095 to determine if there should be any updates or revisions; and That the use of social media tools be explored as part of the review; and further That planning staff report back to Council in the spring of 2011 with any recommended changes to Council Policy I – 1095. REPORT: At the October 4th, 2010 Council meeting, staff was requested to undertake a review of the City’s policy for giving of public notice, for Planning Act applications, and report back to Council with any recommendations. Presently planning staff is following Council Policy I -1095, Public Participation in the Planning Process. Planning staff also follow an internal procedural manual that provides more detail to assist with the implementation of Council Policy I -1095. As a result of feedback received during the processing of a recent planning application, staff has already updated the internal procedural manual to require that when the notice sign is posted in accordance with Policy I – 1095, the applicant shall provide City staff with a photograph showing that the sign has been posted prior to circulation of the application to the neighbourhood. A similar photograph is also required from the applicant to show that the sign is still erected prior to the statutory public meeting for the application. City staff will also make best efforts to visit the site to ensure the sign is erected and in the proper location. Planning staff will review the existing Council policy to determine if there should be any updates or revisions to improve public notice for Planning Act applications. Social media has also é ó ï become another consideration with respect to the public notice process. Planning staff propose to consult with communications staff to develop a social media strategy, if appropriate.
