HIGHLAND CRESCENT - ON-STREET PARKING
RECOMMENDATIONS:
That on-street parking be prohibited at anytime on the west side of Highland Crescent from
Wycliffe Place to a point 60 metres south thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
REPORT:
Transportation Planning has received multiple requests from area residents to review the parking
regulations on Highland Crescent near Wycliffe Place. The request cited concerns about vehicles
parking along the west side of Highland Crescent. Concerns were cited related to visibility and safe
two-way traffic flow in this area.
At the present time, on-street parking is permitted on both sides of Highland Crescent in this area
for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
Transportation Planning initiated a survey with 178 residents on five (5) properties along Highland
Crescent, to prohibit parking along the west side of Highland Crescent from Wycliffe Place to the
south intersection of Highland Crescent at Highland Road. The survey results are as follows:
In favour of prohibiting parking on the south/west side: 36 (40%)
In favour of leaving the current regulation as is: 54 (60%)
TOTAL 90 (out of 178 – 51% responded)
As a result of this survey, Transportation Planning will not be recommending the implementation of a
parking prohibition on the south / west side of Highland Crescent between Wycliffe Place and
Highland Road. However through this survey, residents were given an opportunity to comment on
matters pertaining to the proposal outlined. As a result, a number of residents expressed concerns

regarding the limited visibility created by on-street parking on Highland Crescent in the area of
Wycliffe Place and the site driveway at 180 Highland Crescent.
In response to the comments received through the survey, Transportation Planning further
reviewed the issue of on-street parking in the area of Wycliffe Place and the access to 180
Highland Crescent. Site investigations have confirmed that parking on the west side of Highland
Crescent in this area reduces sightlines for vehicles exiting both Wycliffe Place and the access at
180 Highland Crescent due to the grade changes on Highland crescent. Therefore, permitting on-
street parking along the west side in this area would have negative impacts on the sightlines and
create safety concerns for vehicles at both locations. In order to address the visibility concerns, it
is recommend to prohibit on-street parking at anytime on the west side (even house number side)
of Highland Crescent from Wycliffe Place to 60 metres south thereof, as per the attached plan.
This parking prohibition will allow for increased visibility and safer driveway access/egress at
this location. This proposed parking prohibition would result in the loss of approximately six (6)
available on-street parking spaces, however, ample on-street parking supply will still be
available in this area. Transportation Planning has confirmed during field investigations that
there is still a surplus of on-street parking spaces available to the residents of this area.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation is $500 and will be taken from the
existing sign maintenance budget.
