HomeMy WebLinkAboutFIN-10-157 - E10-097 - Cons Serv - Schneider Creek:l • REPORT TO: Carla Ladd, Chief Administrative Officer DATE OF MEETING: 2010-11-15 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Larry Gordon, Director of Supply Services (2214) WARD(S) INVOLVED: 3 DATE OF REPORT: 2010-11-01 REPORT NO: FIN 10-157 SUBJECT: E10-097 -Consultant Services -Schneider Creek Remediation (Hayward Avenue to Manitou Drive) RECOMMENDATION: That Expression of Interest E10-097, Consultant Services -Schneider Creek Remediation (Hayward Avenue to Manitou Drive), be awarded to Aecom Canada Ltd., Kitchener, Ontario at their estimated fee of $285,044., plus H.S.T. of $37,055.72, for a total of $322,099.72, based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: Schneider Creek, a subwatershed of the Grand River, is an integral part of the stormwater drainage in the City of Kitchener. Schneider Creek has been impacted considerably from encroachment, stream alteration, unmitigated stormwater inputs and stream channelization. In 1995, the Grand River Conservation Authority (GRCA) initiated a Class Environmental Assessment to determine the preferred solution to the flooding and erosion problems on Schneider Creek between Hayward Avenue and Manitou Drive, within the City of Kitchener. The design alternatives were developed on a reach-by reach basis. The extents of the three study reaches are: • Reach 1 from Hayward Avenue to Budd Spurline • Reach 2 the triple crossing of the Spurline • Reach 3 from Spurline to Manitou Drive The scope of the project is to complete an addendum to the existing Class Environmental Assessment, pre-design and design of the recommended alternatives and contract administration. ii)-1 REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of D. Lupsa, Engineering Technologist, K. Mick, Design & Approvals Engineer, B. Steiner, Senior Environmental Planner, T. O'Brien, Landscape Architect, E. Saunderson, Engineering Construction Project Manager, and L. Gordon, Director of Supply Services. Expressions of interest were advertised in The Record, on The City of Kitchener website and on the Internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by thirty-six (36) interested parties, and by the closing date of Friday July 30th, 2010, seven (7) responses had been received. The Review Committee met on Monday August 16th, 2010 to review the submissions and a shortlist of three (3) candidates was selected to provide a detailed work plan and pricing.
