SUBJECT: P10-111 -Electrical Services
RECOMMENDATION:
That Proposal P10-111, Electrical Services, be awarded to Harold Stecho Electric Ltd.,
Waterloo, Ontario and Miller's Electric Limited, Kitchener, Ontario, at their proposed rates for a
one (1) year period, with an option to renew for four (4) additional one (1) year terms, subject to
mutual agreement.
BACKGROUND:
This proposal is based on fixed hourly rates and on the contractor's capacity to service the City.
Actual spend will depend on the level of activity throughout the term of the contract.
The City retains two (2) electrical contractors on contract to provide electrical services when and
where staff is unable to perform the work.
The estimated average annual spend over the past three (3) years was $260,750.11.
REPORT:
Proposals were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Thirteen
(13) potential bidders downloaded the proposal document, and by the closing date of Monday
September 20th, 2010, five (5) proposals were received.

Miller's Electric Limited Kitchener ON
A.R. Milne Electric Limited Waterloo ON
PowerServe Inc. Kitchener ON
Stanson Electric Inc. Kitchener ON
The proposals were reviewed by D. Hergott, Manager of Facilities Management, and S. Rudak,
Buyer, who concur with the above recommendation.
FINANCIAL IMPLICATIONS:
Electrical services are an on-going maintenance, repair, and operational requirement with
funding provided from various operating indices.
The hourly rate for master electricians increased 7% from the previous 2007 contracts.
