SUBJECT: HIGHLAND CRESCENT - ON-STREET PARKING
RECOMMENDATIONS:
That on-street parking be prohibited at anytime on the west side of Highland Crescent from
a point 40 metres south of Wycliffe Place to a point 22 metres south thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning recently submitted a report DTS-10-158 Highland Crescent On-street
Parking, which was discussed on November 8, 2010 at the Development and Technical Services
Committee meeting. Following the discussion of the report Council directed staff to:
"That consideration of any additional areas for parking prohibition on Highland Crescent be
referred to the Council meeting of November 15, 2010; and,
That staff investigate and recommend to Council an appropriate amount of space on either
side of the driveway at 180 Highland Crescent in which parking must be prohibited on
Highland Crescent in order to provide appropriate sight lines for vehicles to safely enter into
the right-of-way; and further,
That staff re-examine the intersection of Wycliffe Place and Highland Crescent to determine if
there is a need to prohibit parking in the vicinity of that intersection to make the intersection
safer than what presently exists."
REPORT:
Further to information provided in DTS-10-158, and as directed by the Development and
Technical Services Committee, prohibiting parking for seven (7) metres on either side of the
access at 180 Highland Crescent would provide a minimal area of visibility to allow vehicles to
exit 180 Highland Crescent. Furthermore, as per the Traffic Control By-law 2007-138
Transportation Planning will ensure that parking is prohibited within the 15 metre corner
restriction of the intersection of Wycliffe Place at Highland Crescent.
The recommended "No Parking Anytime" area at 180 Highland Crescent would result in a loss
of two (2) on-street parking spaces.
FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation is $500 and will be taken from the
existing sign maintenance budget.
