Korabo, Committee Administrator WARD(S) INVOLVED: N/A DATE OF REPORT: November 8, 2010 REPORT NO.: CRPS-10-171 SUBJECT: APPOINTMENTS TO ADVISORY COMMITTEES RECOMMENDATION: For Information Only. BACKGROUND: After every municipal election, appointments to a full slate of advisory committees, boards and special committees are made by the Striking Committee (Council-elect). Appointments vary in length from 1- 4 years depending on the committee /board. In 2008, Council established a Nominating Committee comprised of citizen representatives whose mandate is to assess applicants to Advisory Committees of Council on the basis of diverse representation of the community, expertise /interest in an issue or topic area, and in regard to each advisory committee's Terms of Reference and to present Council with a list of qualified candidates for each committee. REPORT: The Nominating Committee met on three separate occasions to review applications received for the City's 8 Advisory Committees. Supported by Shelley Adams, Director of Community & Corporate Planning, Christine Tarling, Manager, Corporate Records, and Linda Korabo, Committee Administrator, the Committee reviewed the 100+ applications received. In reviewing applications and considering the requirements of each Advisory Committee as defined in its Terms of Reference, the Committee compiled a list of candidates for appointment to each Advisory Committee. The Committee used the following methods to determine best fits for applicants: 1) The applicant's 1St choice of committee, wherever possible; 2) A mix of returning members and new members, to support succession planning and continuity within the Committee; 3) The application of a "diversity lens" to increase diversity on each committee to more accurately reflect the makeup of the community; and, 4) Advisory Committee staff feedback provided regarding committee needs going forward and applications received. The Nominating Committee was challenged to fill all vacancies for the Economic Development and Safe and Healthy committees. In these instances, the Nominating Committee asks that Council consider leaving these seats empty as per the suggested slates, allow both committees to consider their priorities for the upcoming term and actively recruit members to fill their vacancies based on those needs.
