SUBJECT: SEATING AROUND THE COUNCIL CHAMBERS
HORSESHOE
RECOMMENDATION:
Direction is requested.
BACKGROUND:
At its meeting of September 7, 2010, Council adopted the following recommendation:
"That Chapter 25 of the Municipal Code (Procedure) be amended as outlined in Schedule `A',
attached to Corporate Services Department report CRPS-10-125, save and except section
25.4.1 (Seating at Council Table) which is to be decided by the new Council."
REPORT:
Section 25.4.1 of Chapter 25 states:
"Prior to the inaugural meeting of a new Council, the members shall meet and draw lots to
determine the order of their seating at the Council table for the term of office of such Council."
In report CRPS-10-125, it was recommended that this section of Chapter 25 be deleted and
starting with the new council in December 2010, a permanent seating arrangement be instituted.
It was proposed that councillors representing Wards 1 to 5 be seated in numerical order to the
left of the Mayor and those representing Wards 6 to 10, to the right. The proposed seating
provides for Ward Councillors to sit in numerical order, clockwise mirroring the geographical
pattern of the designated Wards. The one exception would be Wards 5 and 6 which by design
of the Council horseshoe layout would be positioned directly across from each other rather than
side by side.
Should the council-elect agree with the proposed seating stemming from report CRPS-10-125,
the following recommendation is suggested:
That Chapter 25 (Procedure) of the Municipal Code be amended by deleting Section 25.4.1 in
its entirety; and further,
That seating at the Council table be arranged as outlined in report CRPS-10-174, dated
November 17, 2010.
Should the council-elect decide not to amend Chapter 25, the seating arrangement will be
drawn by lot as per the current Chapter 25.
