SUBJECT:
GE Firewatch Single Source Supplier
RECOMMENDATION:
That the Purchase of the GE Firewatch #600-1001-CN be approved from a single source
provider, namely Chubb-Edwards a UTC Fire and Security Company (formerly GE
Security) for Residential Alarm Monitoring.
BACKGROUND:
Kitchener Fire, Direct Detect Division put out a tender in 2006 for a residential monitoring
system to replace the Airwatch product which was no longer in production. The tender was
award for the Firewatch with an initial purchase of 835 units to be installed in Waterloo Regional
Housing. Direct Detect continued to purchase additional units for all new residential customers.
There is an ongoing need through contract with Waterloo Regional Housing for our Direct
Detect Division to provide ongoing maintenance and warranty service. With this in mind, Direct
Detect needs to purchase an estimated 100 kits to support the contract. There are only 300 Kits
available in North America and no production planned for the future.
REPORT:
Kitchener Fire, Direct Detect Division’s existing residential alarm monitoring system used in
Waterloo Regional Homes, has come to the end of its shelf life and the manufacturer has
stopped production of the product. It is necessary to purchase 100 kits from what is left in stock
from the manufacturer (Chubb-Edwards a UTC Fire and Security Company formerly GE
Security) to meet our Regional Housing commitment over the next 2 years. Each kit purchased
consists of a control panel and 3 wireless smoke detectors.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The Direct Detect project with Waterloo Regional Housing aligns with the Customer Service
Aspect of “ensuring service is delivered in an efficient and cost effective manner”. As part of the
Efficient and Effective Government Strategic Goal, continuing to provide purchase and provide a
quality and cost effective product and service to improve the life safety of residents of Waterloo
Regional Housing projects.

FINANCIAL IMPLICATIONS:
Direct Detect staff has confirmed that there is only one provider of this product as stated in the
letter attached from GE Security. This single source recommendation for purchase is
supported by Mr. Larry Gordon, the City’s Director of Purchasing.
Total Initial Acquisition Cost - Canadian Dollars (inc. taxes) $29,409.00
COMMUNITY ENGAGEMENT:
This issue does not provide direct community engagement. The report is meant to provide the
public with balanced and objective information to assist them in understanding the problem,
alternative and solution sought.
CONCLUSION:
GE Security (now Chubb-Edwards a UTC Fire and Security Company)is the only provider
that has the Firewatch kits to meet the requirements of our service. It is requested that
Council approve the purchase of the Firewatch Kits from Chubb-Edwards a UTC Fire and
Security Company (formerly GE Security).
