BUDGET MEETING MINUTES
Wednesday, March 19, 2003
Waterloo Memorial Recreation Complex
Present: Interim K -W AAC and member of K -W BFAC (Paula Saunders), Township of Woolwich
(Christine Broughton), representing hospitals -CMH, GRH, St. Mary's (Roger Hollis), City of
Waterloo (Lori Ludwig), City of Kitchener (Margaret Sanderson), MCZCR (Helen Scutt -
Wallis), Conestoga College (Barry Milner), WCDSB (Dave Bennett), Provincial Accessibility
Advisory Council (Val Baker), Region of Waterloo (Lori Fioze, Deb Bergey)

1. Welcome and Review of Agenda
Paula Saunders welcomed the group and explained the focus of the meeting was budget specific. April 24 is
the next scheduled meeting date where we will be firming up terms and reference and mandate. We will
send out a "draft' template of a terms of reference prior to April 24 to allow for comments at that meeting.
For the purpose of these minutes, the word Municipalities is inclusive of Kitchener, Waterloo, Woolwich,
the Region of Waterloo, North Dumfries, and Wellesley. Public Org's is inclusive of UofW WLU
Conestoga College, Cambridge Memorial Hospital, St. Mary's, Grand River Hospital, WC District School
Board and Waterloo Region District Schoolboard.
2. Joint AAC Expenses (suggested costs)
Margaret Sanderson from the City of Kitchener presented a summary of suggested costs associated with
operation and maintenance of a proposed Joint AAC. Various stakeholders involved in these ODA
discussions provided these suggestions.
3. Budget Template (draft)
See attached list.
Zoltan Fabri from the City of Waterloo drafted a budget template and walked the group through how this
would be used as a tracking system for costs. There was discussion around "in- kind" costs vs. "out of
pocket expenses" and how we may want to identify both to show "true costs." Showing true costs is
required by some municipalities and may be beneficial for reporting purposes to the Ministry, Councils etc.
It was identified that some costs would not be shared between both Municipalities and the Public Org's.
Especially when some of the legislated mandates differ with both groups i.e. committee training - Public
Org's are not required develop a committee; rather they produce a plan and consult with persons with
disabilities. Therefore the budget is to reflect what stakeholders would share in what costs. There would
also be items or services that might become available that would be a one time expense to some of the public
Org's if they so desire to "purchase a service" i.e. consultation services of persons with disabilities appointed
to the Joint AAC to review the Public Org's plan. However, this would be identified as costs to those
purchasing the services and revenue for the Municipalities.

Some of the shared costs would include: (see consolidated budget — detail attached)
➢ Facility Rental — rotate meeting locations /space (keeping in mind accommodation/accessibility to
committee members)
➢ Admin Support (minute recorder, printing, mailing, posting on net, postage etc) "consistency of
minutes with same person recording all minutes would be ideal. Action: stakeholders requested to take
this issue back to their organizations and discuss. Committee may also be able to secure a volunteer that
would be responsible for this ongoing task to joint AAC?
➢ Staffing (representation around the table)
The cost breakdowns focused around committee costs vs. plan costs.
Committee Costs include:
Facility Rental
Accommodation — transportation etc.
Admin Support — mail outs, distribution, staffing, tech support etc.
Meetings
Parking
Refreshments
Financial Fee - % may be waived for the "keeper of the budget'
Training — orientation: committee members
Plan Costs
Training — consultants — 3rd party - only if needed
Next Meeting: Thursday, April 24 9:30am. Waterloo Memorial Recreation Complex — Room 202.
Focus: Critique and finalize draft terms of reference /mandate which will be forwarded to you by
Tuesday April 15.
