HomeMy WebLinkAboutHeritage - 2011-01-11HERITAGE KITCHENER MINUTES JANUARY 11, 2011 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:03 p.m. Present: Mr. K. Kirby - Chair Councillors F. Etherington, Z. Janecki, Ms. A. Oja, Ms. E. Young, Ms. C. Blackbourn and Messrs. J. Ariens, L. Robertson, S. Sindile, G. Thomas and S. Thomson. Staff: L. Bensason, Coordinator of Cultural Heritage Resources M. Wade, Heritage Planner C. Goodeve, Committee Administrator D. Saunderson, Administrative Clerk Prior to commencement Committee binders were circulated to all members containing information on: staff resources; Committee structure, mandate and reporting; Terms of Reference; meeting and delegation guidelines; Ontario Heritage Act (Parts IV & V) and Regulations; Standards & Guidelines for the Conservation of Historic Places; Provincial Policy Statement 2005 - Cultural Heritage policies; Cultural Heritage Resource Evaluation form; and, Heritage Conservation District Plans. Members were requested to bring their binders to all future meetings as it contains important reference material. WELCOME AND COMMITTEE MEMBER INTRODUCTIONS 1. Mr. L. Bensason and Ms. M. Wade welcomed members to Heritage Kitchener’s inaugural meeting of the 2011 / 2012 term. Each member was requested to introduce themselves and state their interest in applying to the Committee. COMMITTEE ORIENTATION 2. The Committee was in receipt this date of a presentation entitled “Cultural Heritage Conservation & Planning in the City of Kitchener” circulated for inclusion in the Committee Member Binders. Mr. L. Bensason and Ms. M. Wade reviewed the presentation, which covered: Cultural Heritage Resources, built heritage and cultural heritage landscapes; Conservation - identification, interpretation, protection and use; Support for Heritage Conservation; the process for listing properties on the Municipal Heritage Register; designating properties under Part IV or Part V of the Ontario Heritage Act; an overview of the City’s Heritage Conservation Districts; the Heritage Permit Application process; and the Mike Wagner Heritage Awards. It was noted that the purpose of this presentation was to provide a background of the Committee’s specific functions and outline what the members should consider when reviewing matters that come before Heritage Kitchener. ELECTION OF COMMITTEE CHAIR AND VICE-CHAIR 3. Mr. C. Goodeve opened the floor to nominations for the position of Committee Chair. Councillor Z. Janecki nominated Mr. K. Kirby who agreed to stand for appointment. No further nominations were forthcoming. On motion by Councillor Z. Janecki - it was resolved: “That Mr. Kerry Kirby, be appointed Chair of Heritage Kitchener for a term expiring November 30, 2012.” Mr. K. Kirby then opened the floor to nominations for the position of Committee Vice-Chair. Councillor F. Etherington nominated Councillor Z. Janecki and no further nominations were forthcoming. On motion by Councillor F. Etherington - it was resolved: “That Councillor Z. Janecki, be appointed Vice-Chair of Heritage Kitchener for a term expiring November 30, 2012.” HERITAGE KITCHENER MINUTES JANUARY 11, 2011 - 2 - CITY OF KITCHENER PRESENTATION - ADVISORY COMMITTEE ROLES, RESPONSIBILITIES 4. AND RELATIONSHIPS - CITY OF KITCHENER STRATEGIC PLAN Mr. C. Goodeve gave a presentation entitled “Advisory Committee Roles, Responsibilities, and Relationships” outlining how advisory committees fit within the overall corporate context of the City of Kitchener. He pointed out that members of Heritage Kitchener who own property designated under Part IV or Part V of the Ontario Heritage Act and are seeking consideration of a Heritage Permit Application (HPA) for said property are permitted to address the Committee regarding their HPA. However, those members are prohibited from taking part in the Committee’s deliberation and / or voting regarding that matter and are asked to leave the room once they have finished addressing the Committee. Ms. J. Grein gave a presentation highlighting the key aspects of the City of Kitchener’s Strategic Plan. She advised that the Strategic Plan is a road map to lead the organization from where it is now to where it could be in 5-10 years. She added that it contains six strategic areas of focus, being: Quality of Life, Leadership & Community Engagement, Diversity, Dynamic Downtown, Development, and Environment. She noted that each strategic area of focus contains both a strategic vision and strategic directions that map out a desired future and provide meaningful guidelines as to the approach to be taken to address these key issues. She indicated that a Council Strategy Session will be held in early 2011 to confirm the strategic directions for 2011-2014 and discuss priority areas for action. She noted that business planning will be conducted based on the priorities for action, with draft business plans anticipated to be brought forward for Council’s consideration in September 2011. 2011 HERITAGE SHOWCASE - REQUEST FOR VOLUNTEERS 5. The Committee was in receipt of Heritage Kitchener’s 2011 Heritage Showcase Sign-up Sheet. Ms. M. Wade advised that the Waterloo Regional Heritage Foundation hosts an event each February known as the Heritage Showcase. Heritage Kitchener has participated in this event for several years. She stated that the event is hosted concurrent with Heritage Day and provides an opportunity for local heritage groups and committees from across Waterloo Region to come together to celebrate / educate the public about local heritage. She added that booths are to be set up between 7:30 a.m. and 9:15 a.m. and are on display until 5:00 p.m. that day. She then requested volunteers to work at the Committee's Heritage Day Showcase Booth. Mr. Z. Janecki advised that he is the Chair of the Heritage Showcase Planning Committee for the Waterloo Region Heritage Foundation, who are organizing the 2011 Heritage Showcase. He confirmed that the 2011 Showcase will be held on February 19, 2011 at the Cambridge Centre. Mr. K. Kirby stated that he would be willing to cover the Heritage Kitchener Booth from set-up to 12:00 p.m. He asked that any members interested in volunteering to please contact staff and indicate the time they are willing to commit to working at the Committee's Showcase Booth. CSD-11-003 - REVISED HERITAGE PERMIT APPLICATION SUBMISSION 6. REQUIREMENTS The Committee considered Community Services Department report CSD-11-003, dated December 21, 2010 recommending revisions to the Heritage Permit Application submission requirements and application form. Ms. M. Wade reviewed the report and advised that the current submission requirements and Heritage Permit Application form are out of date. She noted that the recommended changes are being put forward in the interest of providing greater clarity to designated property owners and aligning the application form with amendments made to the Ontario Heritage Act. Mr. J. Ariens expressed concerns that some of the proposed requirements, such as construction elevation drawings being done to scale, might be too onerous for some applicants. He suggested that this should be applicable if someone is proposing to add a new addition or for new construction, but should not be required if they are only seeking permission to undertake standard repair work. In addition, he spoke in opposition to the inclusion of the provision making it the applicant’s responsibility to address issues relating to the Zoning By- law, as outlined in the “Important Notes” section of the application form. REQUIREMENTS (CONT’D) given the complexity of these regulations, the City, and not the applicant, should be responsible for ensuring that an application conforms with the Zoning By-law. Ms. Wade advised that the requirements to submit elevation drawings and ensure compliance with the Zoning By-law are provided for in the existing Heritage Permit Application. She stated that the only proposed revision related to elevation drawings, is for an applicant to submit a sketch of the proposed work made over a photograph. She commented that this change was put forward in response to previous feedback received from Heritage Kitchener that a sketch on its own was not acceptable. She noted that typically repair work does not require the submission of a Heritage Permit Application. Mr. L. Bensason added that it is important that an owner is aware of all legislative requirements that they are subject to in relation to the work proposed in their Heritage Permit Application. Accordingly, the purpose of the “Important Notes” section is to draw an owner’s attention to the fact that they may not have satisfied all of their legislated obligations by applying for a Heritage Permit Application. On motion by Mr. S. Thomson - it was resolved: “That the Heritage Permit Application Submission Requirements and Application Form attached as Appendix ‘A’ to Community Services Department report CSD-11-003, be approved for use in the processing of Heritage Permit Applications made under the Ontario Heritage Act; and further, Parks Canada Standards and Guidelines for the Conservation of Historic That the ‘ Places in Canada,’ be adopted and applied in the review and consideration of Heritage Permit Applications.” PRESENTATION - CITY OF KITCHENER OFFICIAL PLAN REVIEW 7. Mr. L. Bensason advised that this matter was being deferred and referred to the Committee’s March 8, 2011 meeting. GRAND RIVER WATERSHED - 14TH ANNUAL HERITAGE DAY WORKSHOP 8. AND CELEBRATION th Mr. L. Bensason advised that February 11, 2011 is the Grand River Watershed 14 Annual Heritage Day Workshop & Celebration, being held from 9:00 a.m. to 5:00 p.m. at the Breslau Community Centre. He stated that registration forms are available at www.grandriver.ca, noting that registration is free but space is limited. ADJOURNMENT 9.
