300 Joseph Schoerg Crescent
Proposed Reconstruction of Drive Shed Foundation
RECOMMENDATION:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA-2011-IV-001 be approved to permit the reconstruction of the south west corner of
the drive shed foundation at 300 Joseph Schoerg Crescent in accordance with the plans
and supporting information submitted with the application and subject to the following
condition:
i. That the final building permit drawings be stamped by a professional engineer and
submitted for review and heritage clearance by heritage planning staff prior to the
issuance of a building permit.
BACKGROUND:
The Community

REPORT:
The subject property is located on the south
Drive Shed
side of Joseph Schoerg Crescent in the Pioneer
Tower West community, and is subject to a
Heritage Conservation Easement Agreement
and designation under Part IV of the Ontario
Heritage Act. The key features that define the
heritage character of this property include: the
Betzner Farmhouse Building; the Betzner Drive
Shed Building; and, the Cultural Heritage
Landscape. The heritage features identified in
the easement agreement are the same as those
referenced in the designating by-law.
The one-and-a-half storey drive shed is a banked structure with a stone foundation, board-and-
batten exterior, front-gable roof clad with asphalt shingles, rectangular six-over-six sash windows,
round-headed windows in both gable ends and three sliding barn doors.
The Part IV Designating By-law describes the Betzner Drive Shed Building:
“As a typical utilitarian accessory structure that added to the efficiency of living and working
on the former farmstead, and also having historic ties to the Pioneer founding families.
Specific architectural features and details of significance include all exterior building
elevations, the fieldstone foundation, roof and roofline, window and door openings, door
hardware on north and west elevations, and all 6/6 windows.”
The heritage features identified in the easement agreement are the same as those referenced in
the designating by-law.

The applicant is proposing to reconstruct the south west corner of the drive shed foundation.
The proposal will involve:
Removing the wood shed at the south west corner of the drive shed;
Relocating the ground wire on the south elevation of the drive shed;
Removing the bend in the downspout on the south elevation of the drive shed;
Repointing the foundation on the south elevation of the drive shed;
Minor grading along the west elevation;
Reattaching the landscape lighting transformer; and,
Reconstructing the south west corner of the foundation of the drive shed.
The reconstruction of the south west corner of the foundation of the drive shed will involve:
Reinforcing interior support beams;
Pouring a new footing; and,
Reconstructing the south west corner of the drive shed with fieldstone.
In reviewing the merits of the application, Heritage Planning staff note the following:
The removal of the wood shed and the reconstruction of the southwest corner of the
drive shed with fieldstone will restore the drive shed foundation to its original condition;
The rubble fieldstones will be a variety of colours and sizes and will match the existing
foundation as well as the dry stone wall on the property;
The ground wire and landscape lighting transformer will not be visible because they will
be relocated to the interior of the reconstructed southwest corner of the drive shed
foundation and therefore will not negatively impact the heritage attributes or the
character of the property;
The removal of the bend in the downspout on the south elevation of the drive shed will
not negatively impact the heritage attributes or the character of the property;
The repointing of the foundation on the south elevation of the drive shed will be
completed in accordance with the Ministry of Culture’s Annotated Master Specifications
for the Cleaning and Repointing of Historic Masonry; and,
The grades will generally match the existing with a slight increase in grade (3 to 4
inches) directly adjacent to the west elevation to allow water to drain away from the
foundation, which will ensure that the heritage attributes are not negatively impacted.
It is important to note that the reconstruction of the south west corner of the drive shed
foundation will require a Professional Engineer to prepare, review and stamp drawings for a

building permit. These drawings have not yet been prepared. Should these drawings impact the
exterior scope of work identified in HPA-2011-IV-001 than a new Heritage Permit Application
may be required.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:

Quality of Life
The review and approval of Heritage Permit Applications aligns with the
Community Priority of the City of Kitchener Strategic Plan. An approved Heritage Permit
Application is required for proposed alterations to properties that are designated under the
Ontario Heritage Act. The review and approval of Heritage Permit Applications ensures that the
cultural heritage resource and its heritage attributes are conserved in accordance with the
designating by-law and good conservation practice.
FINANCIAL IMPLICATIONS:
None.
COMMUNITY ENGAGEMENT:
Section 33(4) of the Ontario Heritage Act requires Council to consult with the Municipal Heritage
Committee (Heritage Kitchener) beforeconsenting to a Heritage Permit Application, consenting
to a Heritage Permit Application on terms and conditions, or refusing a Heritage Permit
Application. Members of the community will be informed via circulation of the report to Heritage
Kitchener and via formal consideration by Council.
