FEBRUARY 8, 2011 CITY OF KITCHENER
The Heritage Kitchener Committee met this date, commencing at 4:01 p.m.

CSD-11-022 - HERITAGE PERMIT APPLICATION HPA 2011-IV-001

- PROPOSED RECONSTRUCTION OF DRIVE SHED FOUNDATION
The Committee considered Community Services Department report CSD-11-022, dated
January 21, 2011 recommending approval of Heritage Permit Application HPA 2011-IV-001, to
reconstruct the southwest corner of the drive shed foundation at 300 Joseph Schoerg
Crescent. Ms. M. Wade reviewed the report, advising that the reconstruction of the southwest
corner of the drive shed foundation would require a professional engineer to prepare, review
and stamp drawings for a building permit.
Mr. Dave Sisco, IBI Group, was in attendance in support of Heritage Permit Application HPA
2011-IV-001.
On motion by Councillor Z. Janecki -
it was resolved:
“That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2011-IV-001, be approved to permit the reconstruction of the southwest corner of
the drive shed foundation at 300 Joseph Schoerg Crescent in accordance with the plans
and supporting information submitted with the application and subject to the following
condition:
i. That the final building permit drawings be stamped by a professional engineer
and submitted for review and heritage clearance by Heritage Planning staff prior
to the issuance of a Building Permit.”

- PROPOSED CONSTRUCTION OF A NEW DUPLEX DWELLING
The Committee was in receipt of correspondence regarding an extension of the timeframe for
formal consideration of Heritage Permit Application HPA 2010-V-022, proposing the
construction of a new duplex dwelling at 215 Old Carriage Drive, which is located within the
Upper Doon Heritage Conservation District.
Ms. M. Wade advised that on November 2, 2010 Heritage Kitchener considered HPA 2010-V-
022. At that time, concerns were expressed with the proposed duplex dwelling and the
Committee recommended refusal. On November 15, 2010, the applicant addressed Council
requesting an extension of time in order to meet with Heritage Planning staff and members of
Heritage Kitchener to resolve the concerns. Accordingly, consideration of the subject HPA
was deferred to the February 14, 2011 Council meeting. Ms. Wade stated that Heritage
Planning staff facilitated meetings between the applicant and a member of Heritage Kitchener
to review the design of the proposed duplex dwelling; however, these discussions are still
ongoing. She advised that the applicant has agreed to a further extension to the March 28,
2011 Council meeting, to provide additional time to review the revised drawings and determine
the most feasible option for moving forward.
Ms. A. Oja requested that a sub-committee be formed, suggesting that it be composed of area
residents and members of the Society for the Preservation of Upper Doon (SPUD). Ms. Wade
advised that membership on sub-committees is typically limited to 3-4 members of Heritage
Kitchener. It was further requested that Councillor Y. Fernandes and Regional Councillor Jean
Haalboom be kept advised of these proceedings.

On motion Mr. G. Zeilstra -
it was resolved:
“That pursuant to Section 42(4) of the Ontario Heritage Act, the timeframe for formal
consideration of Heritage Permit Application HPA 2010-V-022 (215 Old Carriage Drive),
be further extended to March 28, 2011 to provide additional time for the applicant to
review the revised drawings and determine the most feasible option for moving
forward.”
CSD-11-021 - 2010 HERITAGE PROGRESS REPORT

The Committee considered Community Services Department report CSD-11-021, dated
January 19, 2011 outlining the work undertaken by both Heritage Kitchener and Heritage
Planning staff in 2010, pursuant to the recommendation arising from Compass Kitchener’s
Advisory Committee Review. In addition, the Committee was in receipt of a presentation
entitled “Heritage Update - 2010 Annual Review.”
Ms. M. Wade presented the progress report, highlighting the following items: properties added
to the Municipal Heritage Register (MHR); Heritage Permit Applications (HPA) processed
through delegated approval authority; heritage awareness programs; financial incentives, such
as Heritage Grants and Tax Refund programs; the various Planning Act and Ontario Heritage
Act applications processed in 2010; and, the assortment of major projects undertaken over the
past year. She noted that staff anticipates presenting the progress report to Council in
February 2011 in recognition of Heritage Day on February 21, 2011.
2011 HERITAGE SHOWCASE - REQUEST FOR VOLUNTEERS

The Committee was in receipt of Heritage Kitchener’s 2011 Heritage Showcase Sign-up Sheet.
Ms. M. Wade thanked everyone who agreed to cover the Committee’s Showcase Booth, and
requested volunteers for the two remaining time slots.

The Committee in receipt this date of the draft Heritage Kitchener 2011-2012 Work Plan and
draft Heritage Planning staff 2011-2012 Work Plan, dated February 2, 2011.
Mr. L. Bensason advised that the Work Plans identify a number of strategic directions, themes,
visions, initiatives, and actions that could be pursued in the coming term. Each action is
associated with a proposed timeline, group responsible for implementation, priority level, and
budget limitations. He stated that with respect to priority, each action has been assigned a 1, 2
or 3, which are defined as follows:
Priority 1 - action identified as: a critical component of heritage planning function; a
legislated requirement (e.g. Heritage Permit Applications, Planning Act applications,
etc.); a pre-established commitment / deadline / timeline for completion; and/or, a built
heritage resource that may be under potential threat.
Priority 2 - action identified as: not a legislated requirement; is somewhat time sensitive;
and/or, Heritage Planning staff are not the lead for the action.
Priority 3 - action is identified as: not critical to the heritage planning function (e.g. action
will not result in the loss of cultural heritage resources if action is not completed);
dependent on the completion of other initiatives; and/or, dependent on workload.
Mr. Bensason then reviewed each section of the Work Plans. He encouraged the members to
review the circulated materials, to assist in generating a discussion identifying major initiatives
/ priorities for the new term at the March 8, 2011 Heritage Kitchener meeting.

In reference to work undertaken by a former Committee member, Ms. E. Gallaher, Mr. K. Kirby
suggested that the designation of 1405 King Street East (Rockway Centre) under Part IV of the
Ontario Heritage Act should be included as a Priority 1 on the draft Heritage Kitchener Work
Plan. In addition, a request was made that the draft list of top ten priorities for designation be
circulated to the Committee. Mr. Bensason agreed to provide the draft list with the
understanding that the designation of any of the identified properties would be a collaborative
public process.
MUNICIPAL HERITAGE REGISTER TRAINING

The Committee was in receipt this date of training materials regarding the listing of non-
designated properties of cultural heritage significance on the Municipal Heritage Register. Ms.
M. Wade led the training session, which included a review of the process for completing the
Cultural Heritage Resource Evaluation Form as well as an examination of the common
architectural styles found in the City of Kitchener.
APPOINTMENT OF HERITAGE KITCHENER REPRESENTATIVE FOR THE VICTORIA

PARK HERITAGE CONSERVATION DISTRICT
At the suggestion of Mr. K. Kirby, the Committee agreed to appoint Councillor F. Etherington as
the Heritage Kitchener representative for the Victoria Park Heritage Conservation District.
