HomeMy WebLinkAboutHK - HIA - Weber St Class Environment Assessment1 Internal Memo Kt'rct-~~R CommunityServicesDepartment www.kitchenerca Date: February 24, 2011 To: Members of Heritage Kitchener Committee From: Leon Bensason, Coordinator, Cultural Heritage Planning cc: Garett Stevenson, Planner Subject: Weber Street -Class Environmental Assessment Heritage Impact Assessment The Regional Municipality of Waterloo has hired Stantec Consultants to complete a Heritage Impact Assessment (HIA) as part of a Class Environmental Assessment currently being undertaken for Weber Street (College Street to Guelph Street). Heritage Planning staff have had an opportunity to review and comment on a draft of the HIA. As part of our comments, staff suggested it would be appropriate for the Region and/or their consultant to make a presentation to Heritage Kitchener. As the document made available to staff was a draft, and given it was commissioned by the Region and relates to a Regional project, staff are seeking a response from the Region regarding how they intend to proceed with the circulation and formal consideration of-the HIA. As of the date of this memo we have yet to hear. back from the Regional Engineering Department. Information regarding this HIA may be sent to committee members under separate cover in advance of the March Stn meeting. Has there been any discussion recently regarding the status of the Heritage Impact Assessment prepared by Stantec for the Weber Street EA? Has it been finalized ? In commenting on the draft HIA to Christienne Uchiyama of Stantec, I advised that we may have an interest in having this HIA discussed at an upcoming meeting of Heritage Kitchener. Typically with HIAs, the applicant and heritage consultant would present the proposal and the HIA findings/recommendations to the Heritage Committee. We finalize the agenda for the March 8, 2011 meeting of Heritage Kitchener tomorrow morning. The next meeting after March is on April 5th. As noted in my correspondence, staff typically finalize their comments on HIAs following consideration of the comments made by Heritage Kitchener. In this case, as the HIA has been prepared for the Region, we would like to understand how the Region intends to proceed with circulation and consideration of the HIA. Given the HIA findings and its implications on identified cultural heritage resources within Kitchener, some level of review by the Committee and opportunity to make comment may be in order. Can you comment on the suggestion that the HIA be discussed at Heritage Kitchener? Is the Region/Consultant in a position to present the HIA to Committee March 8th (or April 5th) and if so can a digital copy of the HIA be made available for posting and access to Committee members in advance of the meeting? If you intend to bring the HIA to Heritage Kitchener in March, a response is required before noon tomorrow so we may add this item on the agenda. I look forward to your response. Thank you.
