This workshop is designed for municipal staff, Councillors, and heritage committee members. Through this workshop, participants will learn about establishing, operating and sustaining their committees; the conservation context in Ontario; the process of designation under the Ontario Heritage Act; and municipal heritage committee best practices. There will be three workshops held across Ontario. IF2 - 1 Community Heritage Ontario Municipal Heritage Committee (MHC) Orientation Workshop Format: 1 day workshop (6 hours) with lectures and panel discussion. Cost: $30 per participant (includes lunch) Learning Objectives: 1) Abetter understanding of the legislative context for heritage conservation in Ontario 2) Abetter understanding of MHC best practices 3) Abetter understanding of available resources and tools available to MHCs 4) Abetter understanding of strategic planning for MHCs. WORKSHOP OUTLINE 9:30 WELCOME AND INTRODUCTIONS 9:45 ESTABLISHING AND SUSTAINING AN EFFECTIVE MUNICIPAL HERITAGE COMMITTEE (Speaker) This session will be dedicated to learning how MHCs are established, exploring their statutory and non- statutory roles and responsibilities under the Ontario Heritage Act, the value of a Terms of Reference and Budget, and understanding their relationship with municipal council, municipal staff, members of the community and other stakeholders. 11:00 WHAT IS THE CONSERVATION CONTEXT IN ONTARIO? (Speaker) This session is dedicated to presenting the legislative and policy context for heritage conservation in Ontario. It will include a discussion of the following: • International and National legislation • Provincial policy and legislation (including the Ontario Heritage Act, Regulation 9/06, the Planning Act, the PPS, and the Cemeteries Act, OMB, CRB, and Court Cases) • Municipal Policies and Documents (Official Plans, Zoning, By-laws) • "What is Cultural Heritage Value?" 12:00 LUNCH 1:00 INVENTORY, EVALUATION AND DESIGNATION: FROM SURVEY TO PROTECTION (Speaker) This session will review the framework for heritage conservation in Ontario by exploring the values- basedapproach to heritage conservation, the steps in the heritage property evaluation process, and the legislative tools for protection. 2:30 PANEL DISCUSSION -LESSONS FROM THE FIELD (Panel) This session will be focused on hearing from four long time MHC members who will relate their successes and challenges, and lessons for new MHC members. 3:30 WORSHOP SUMMARY AND Q&A 4:00 FINISH IF2 - 2
