CITY OF KITCHENER
A special meeting of City Council was held at 4:15 p.m. this date, Chaired by Mayor C. Zehr with all
members present except Councillor G. Lorentz.
Notice of this special meeting had been previously given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Mayor C. Zehr advised that there were no delegations registered with respect to the items listed on
the agenda, therefore, this special meeting could commence earlier than scheduled on the notice.
Council was in receipt of Strategic Services Department report SSD-03-016 (R. Morgan), dated May
21,2003, recommending that the City accept an Offer to Purchase 147 Washburn Drive in the Huron
Business Park.
Moved by Councillor C. Weylie
Seconded by Councillor J. Gazzola
"That the City accept an Offer to Purchase from 521638 Ontario Inc. for the lands described as
Part of Lot 12, Registrar' Compiled Plan 1471 being Parts 16 and 29 on Reference Plan 58R-
7426, having an area of about 1.84 acres for the sum of $147,200.; and further,
That the Mayor and Clerk be authorized to execute any necessary documentation required by
the City Solicitor."
Carried.
Council was in receipt of Community Services Department report CSD-03-066 (F. Pizzuto), dated
April 22, 2003, recommending that the City request the Ontario SuperBuild Corporation to re-allocate
the Millennium Partnership Initiative allocation to the projects outlined in the report.

"That the City of Kitchener request that the Ontario SuperBuild Corporation re-allocate City of
Kitchener Millennium Partnership Initiative allocation to projects as outlined in Report No. CSD-
03-066."

Council was in receipt of Development and Technical Services Department report DTS-03-095 (L.
Bensason), dated May 22, 2003, recommending approval of Heritage Permit Application 2003-V-17
for an addition to 1310 Doon Village Road. Councillor B. Vrbanovic inquired if this application was
dealt with by Heritage Kitchener. Councillor M. Galloway advised that the Ontario Heritage Act
permits certain applications to come directly to Council and that in this case, staff are requesting that
Council deal with the application in order to accommodate the applicant's request to fasttrack the
permit process.

"That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA
2003-V-17 (1310 Doon Village Road - Upper Doon Heritage Conservation District) be
approved to permit the construction of a rear sunroom addition as shown on the plans
submitted with the application."
Carried.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting held this date regarding a proposed Licence Agreement with respect to concession and ice
cream sales in Victoria Park.

"That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the City
Solicitor, with Hannah and Glen Santos providing for a short-term licence to allow a food and
beverage concession at the Boathouse, a snack concession in the summer kitchen, and two
portable ice cream stands in Victoria Park, as set out in Strategic Services Department report
SSD-03-017."
Carried.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting held this date regarding the proposed 2003 events and festivals to take place in the
Downtown.

"That the following 2003 events be approved, to sell food on City property, provided the
necessary licence is obtained, including Health and Fire approval:

That the following 2003 events be granted an exemption from Chapter 450 (Noise) of the City
of Kitchener Municipal Code in conjunction with the event:

Christmas Fantasy
Festival of the Night
June 19
June 20
August 8 & 9
September 28
October 10
November 29
December 31; and,
That in celebration of our ethnic diversity, World Beat, to be held June 19, 2003, be designated
as an event of municipal significance for the purpose of applying for a liquor licence; and
further,
That the following events be designated as 'Community Festivals' for the purpose of applying
for a liquor licence:

Christkindl Market
August 8 & 9, 2003
December 3 to 8, 2003."

Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting held this date regarding a request to operate a barbecue during 'Waddlefest' to be held on
June 8, 2003.

"That the Waddlefest Committee be granted permission to operate a Refreshment Vehicle in
Knollwood Park on June Sth, 2003, provided the necessary licence, including Health and Fire
approval, is obtained."
Carried.
Council considered a recommendation arising from the Finance and Corporate Services Committee
meeting held this date regarding recommendations from the Beckman Report on the main Library
branch.
It was requested that each clause of the motion be voted on separately and by recorded vote.

"That the Kitchener Public Library Main Library Assessment Study: Phase 2, prepared by
Beckman Associates, Library Consultants, dated May 20, 2003, be accepted and referred to
the Centre Block Steering Committee for review; and further,

Galloway, J. Gazzola, J. Smola, B. Vrbanovic and C.
Weylie.

Absent: Councillor G. Lorentz
Carried Unanimously.
That the Centre Block Steering Committee analyze the Kitchener Public Library Main Branch
requirements and comment on the potential for locating the Main Branch on the Centre Block."
