HomeMy WebLinkAboutINS-11-008 - On-Street Parking Regulations - Marina RoadREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: February 7, 2011 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Danny Pimentel, Traffic Technologist (741-2371) WARD(S) INVOLVED: Ward 8 DATE OF REPORT: January 11, 2011 REPORT NO.: INS-11-008 SUBJECT: ON-STREET PARKING REGULATIONS – MARINA ROAD RECOMMENDATIONS: That on-street parking be prohibited anytime on both sides of Marina Road from Glasgow Street to the eastern limit of Marina Road; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received a request from our Operations Division, to review the existing on-street parking regulations on Marina Road between Glasgow Street and the eastern limit of Marina Road. The request cited that operations have difficulty removing snow with vehicles parked on a narrow roadway. The concern identified that this narrowed roadway is further narrowed by snow banks in the winter, which makes two-way traffic unsafe, as well as reducing the ability for proper emergency service vehicle access. Furthermore, Marina Road has a roadway width of 4.5 metres and provides access to immediate residents only. As a result, it has been proposed to implement a “No Parking” anytime on both sides of the roadway. REPORT: Currently on-street parking is prohibited anytime on both sides of Marina Road between Glasgow Street and Brandon Avenue. However Marina Road currently allows parking between Brandon Avenue and the eastern limit of Marina Road. In order to allow for proper snow removal, as well as to create safer traffic flow and emergency service vehicle access, Transportation Planning is recommending prohibiting parking anytime, on both sides of Marina Road from Glasgow Street to the eastern limit of Marina Road. ë ó ï ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with Operations, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $300 and will be taken from the existing sign maintenance budget. COMMUNITY ENGAGEMENT: Residents along Marina Road between Brandon Avenue and the eastern limit of Marina Road have been notified regarding the proposed parking changes and have no concerns with this proposal.
