HomeMy WebLinkAboutINS-11-015 - On-Street Parking Regulations - Barwood CrescentREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: February 28, 2011 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Dave Seller, Traffic Technologist (741-2369) WARD(S) INVOLVED: Ward 6 DATE OF REPORT: February 1, 2011 REPORT NO.: INS-11-015 SUBJECT: ON-STREET PARKING REGULATIONS – BARWOOD CRESCENT RECOMMENDATIONS: That parking be prohibited at anytime on the east/north side of Barwood Crescent from a point 45 metres south of Strasburg Road (west intersection) to a point 63 metres south/east thereof; and, That parking be prohibited at anytime on the north/west side of Barwood Crescent from a point 49 metres south of Strasburg Road (east intersection) to a point 54 metres south/west thereof; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Barwood Crescent. The request cited concerns about vehicles parking on both sides of the roadway creating difficulties for safe two-way traffic to negotiate Barwood Crescent, as well as presenting a barrier to emergency service vehicles. REPORT: Currently, on-street parking is permitted on both sides of Barwood Crescent for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. Transportation Planning has reviewed this issue including a field investigation with the City of Kitchener Fire Department, and have concluded that, when vehicles are parked on both sides of the roadway, the roadway width around the curved sections limits driver visibility and the safe operation of vehicles negotiating the roadway. Also, emergency vehicle access to and from any residential property is impacted by the narrowing of the roadway while vehicles are parked along the inner curve. ì ó ï Transportation Planning is recommending prohibiting parking at anytime along the inside of the curved sections of Barwood Crescent to ensure safe emergency service vehicle access, as well as safe two-way traffic operations on the roadway. It is anticipated that a loss of thirteen (13) parking spaces will result in this prohibition. Transportation Planning notified the affected residents in November 2010 of the proposal to prohibit on-street parking along the inside of the curved sections of Barwood Crescent. One comment was received from a resident along Barwood Crescent and they were in favour of the proposed parking regulation. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $700 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In November 2010, affected residents along Barwood Crescent were notified of the proposed parking changes.
