BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Betzner Avenue North between King Street East and Duke Street East. The request, which included a petition signed by 12 residents, cited that the existing parking prohibition on the east side is an inconvenience for residents during the 9 a.m. to 4 p.m. Monday to Friday time restriction. The request also cited that allowing vehicles to park on the east side would narrow the road width and reduce speeds of vehicles. REPORT: At the present time, on-street parking is prohibited at any time on the west side of Betzner Avenue North and parking is prohibited on the east side of Betzner Avenue North from 9 a.m. to 4 p.m. Monday to Friday. Parking is also prohibited at anytime on the east side from January 1 to March 31, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Planning surveyed the residents regarding a proposal to allow on-street parking on the east side of Betzner Avenue North between King Street East and Duke Street East for a maximum period of three (3) consecutive hours for the months of April through December (see attached diagram). It is intended to maintain the winter (Jan. 1- Mar. 31) parking prohibition. The survey results are as follows: ë ó ï Surveys delivered: 17 Reinstate on-street parking on the east side (odd number side) of Betzner Avenue North between King 8 (100% of responses) Street East and Duke Street East for three (3) consecutive hours, while maintaining that parking be prohibited at anytime from January 1 to March 31. Leave on-street parking regulation as is. 0 (0% of responses) TOTAL 8 (17 surveyed = 47% responded) As indicated above, eight (8) out of eight (8) respondents, or 100%, are in favour of reinstating on-street parking on the east side (odd number side) of Betzner Avenue North between King Street East and Duke Street East for three (3) consecutive hours, while maintaining that parking be prohibited at anytime from January 1 to March 31. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” By working with the neighbourhood, on-street parking concerns have been addressed. FINANCIAL IMPLICATIONS: The approximate cost for sign removals for the roadway is $200 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: In December 2010, affected residents along Betzner Avenue North were notified of the proposed parking changes. Their comments are incorporated in this report.
