Korah, P.Eng., Manager of Development Engineering (519-741-2974) WARD(S) INVOLVED: 4 DATE OF REPORT: December 2, 2010 REPORT NO.: INS 10-008 SUBJECT: Homer Watson Pumping Station – Contract Administration and Inspection Services – Consultant Purchase Order Extension RECOMMENDATION: THAT Council approve the extension of the Purchase Order for consulting services to Associated Engineering for the additional amount of $121,904.22 plus applicable taxes to related to upgrades and emergency storage at the Homer Watson Pumping Station. BACKGROUND: In February 2010, the City retained Associate Engineering, consulting engineers, to complete the detail design, contract administration and inspection for upgrades and emergency storage at the Homer Watson Sanitary Pumping Station. The upgrades are necessary in order to improve wastewater servicing for the Doon South Community Plan area and the surrounding lands. The detailed design was completed in July 2010 by Associate Engineering and the project was tendered by the City in August 2010. REPORT: During the detailed design of the Homer Watson Pumping Station it was understood by both City staff and Associated Engineering that there were many technical aspects that would have to be resolved as part of the project. As design progressed, there have been changes in the scope of work along with anticipated additional contract administration effort, additional geotechnical engineering requirements, along with addressing Ministry of Environment (MOE) “permit to take water” (PTTW) requirements. As such, there is a requirement to extend the current purchase order for consulting services with Associate Engineering. The reason for changes in the scope of work and associated costs are listed below: è ó ï 1. Additional working days: The project has been tendered with 160 working days to complete as compared to 120 working days in original scope. The consultant’s time for the services provided for contract administration during additional 40 working days will include additional time of contract administrator, a senior inspector and some specialists for site visits. The additional cost is $45,822.02. 2. Application to MOE for PTTW: As recommended in the geotechnical report, an application will be made to MOE for permission to take water. The Geotechnical consultant’s services will be required to carry out necessary field test and prepare a category 3 application for PTTW to MOE. The cost for this item is $40,000 3. Material inspection: The Geotechnical consultant’s services will be required to carry out on site material testing during the construction of the project. The cost for this provisional item is $25,000. 4. Contingency amounts: To address any unforeseen works during and post construction, a provisional 10% amount of $11,082.20 is required. The abovementioned activities are in addition to scope of work established for Associated Engineering in order to complete the detail design and contract administration of Homer Watson Pumping Station upgrades and emergency storage. As such, staff are recommending that the purchase order for be extended to complete the contract administration, inspection services and application for PTTW. FINANCIAL IMPLICATIONS: The total additional funding of $121,904.22 plus applicable taxes is required to complete the contract administration, inspection and application for permit to take water for this project. Funding is available, and is solely funded from the Development Charges Reserve fund and has no financial implication to the City’s tax levy. The items 3 and 4 are provisional items and any expenses on these accounts are subject to City’s approval. Any unused amounts will be deposited to Development Charges Reserve fund. CONCLUSION: The detailed design and tendering for the Homer Watson Pumping Station is complete. The City should continue to proceed with construction of the Homer Watson Pumping Station upgrades and emergency storage, as this project is aligned with the priorities as set out in the Kitchener Growth Management Plan and would facilitate the development of lands in the Doon South Community Plan area. Staff recommends that the existing purchase order for Associate Engineering be increased to include additional contract administration, inspection services and acquisition of the necessary permitting for this project.
