ON-STREET PARKING REGULATIONS – MELROSE
AVENUE
RECOMMENDATION:

That on-street parking be prohibited from January 1 to March 31 of each year on the
south side of Melrose Avenue from Krug Street to Stirling Avenue North; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Melrose Avenue between Krug Street and Stirling Avenue. The request cited that
the recent reconstruction of Melrose Avenue, which included the new provision of curb and
gutter, has reduced the roadway width. The concern identified that this narrowed roadway is
further narrowed by snow banks in the winter, which makes two-way traffic unsafe, as well as
reducing the ability for proper emergency service vehicle access. As a result, it has been
proposed to implement a “No Parking” anytime (January 1 – March 31) regulation on one side of
the roadway.
REPORT:
Currently, on-street parking is permitted on both sides of Melrose Avenue between Krug Street to
Stirling Avenue North for a maximum period of three (3) consecutive hours, as outlined in the City
of Kitchener Uniform Traffic By-law No. 2007-138.
Transportation Planning delivered surveys to the affected residents and notified them of the
proposal to prohibit on-street parking every year from January 1 to March 31 at anytime on the
south side of Melrose Avenue between Krug Street to Stirling Avenue North. The survey results
are as follows:

TOTAL 30 responded (58% response rate)
As indicated above, of the thirty (30) responding residents, twenty seven (27), or 90%, are in
favour of the proposal to prohibit on-street parking every year from January 1 to March 31 at
anytime on the south side of Melrose Avenue between Krug Street to Stirling Avenue North.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” Be working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $950 and will be taken from the
existing sign maintenance budget.
COMMUNITY ENGAGEMENT:
Residents along Melrose Avenue between Krug Street to Stirling Avenue North were surveyed
in November 2010 regarding the proposed parking changes and their responses have been
incorporated into this report.
