ON-STREET PARKING REGULATIONS – 47 JOSHUA
STREET
RECOMMENDATION:
That parking be prohibited at anytime on the east side of Joshua Street from a point 66
metres north of Brisbane Drive to a point 22 metres north thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Joshua Street. The request cited concerns about vehicles parking on the inner
curve of the roadway in the area of 47 Joshua Street, creating concerns regarding driver
visibility and safe two-way traffic operations through this curved section of Joshua Street. This
request suggested the removal of on-street parking along one side of this portion of Joshua
Street.
REPORT:
Currently, on-street parking is permitted on both sides of Joshua Street for a maximum period of
three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No.
2007-138.
Transportation Planning has reviewed this issue including a field investigation, and has
concluded that, when vehicles are parked on both sides of the roadway, the roadway width
around the inner curve limits driver visibility and the safe operation of vehicles negotiating the
curved sections of the roadway. Also, emergency vehicle access to and from any residential
property is impacted by the narrowing of the roadway while vehicles are parked along the inner
curve.
Transportation Planning is recommending prohibiting parking at anytime around the inner curve
at 47 Joshua Street to ensure safe two-way traffic through the curves along with safe access to
and from residential properties, both by area residents and emergency response vehicles. It is

anticipated that a loss of three (3) parking spaces over a distance of 22 metres along the inner
curve section will result from this prohibition.
Transportation Planning notified the affected residents in September 2010 of the proposal to
prohibit on-street parking on the curve by 47 Joshua Street. One comment was received from a
resident along Joshua Street, related to a parking issue at another location.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” Be working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $280 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In September 2010, affected residents along Joshua Street were notified of the proposed
parking changes.
