SUBJECT:
ON-STREET PARKING REGULATIONS – SENECA DRIVE
RECOMMENDATION:
That parking be prohibited at anytime on the west side of Seneca Drive between Lorne
Crescent and Lorne Crescent; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Seneca Drive. The request cited concerns about vehicles parking on both sides
of the roadway creating difficulties for safe two-way traffic to negotiate Seneca Drive, as well as
presenting a barrier to emergency service vehicles.
REPORT:
Currently, on-street parking is permitted on both sides of Seneca Drive for a maximum period of
three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No.
2007-138.
Transportation Planning has reviewed this issue including a field investigation, and has
concluded that the roadway width on Seneca Drive limits the safe operations of a vehicle
traversing the roadway. Furthermore, the Kitchener Fire Department has indicated that
emergency vehicle access to and from residential properties on Seneca Drive is impacted by
the narrowing of the roadway while vehicles are parked along both sides.
Transportation Planning is recommending prohibiting parking at anytime along the west side of
Seneca Drive to ensure safe emergency service vehicle access, as well as safe two-way traffic
operations on the roadway. It is anticipated that a loss of eleven (11) parking spaces from the
west side of the roadway will result from this prohibition.
Transportation Planning notified the affected residents in November 2010 of the proposal to
prohibit on-street parking at anytime along the west side of Seneca Drive.

ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
This initiative falls under the Community Priority of Quality of Life. “Work with partners, including
all orders of government, to create a culture of safety in our community.” Be working with the
neighbourhood, on-street parking concerns have been addressed.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations for the roadway is $300 and will be taken from the
existing sign maintenance budget.
COMMUNICATIONS:
In November 2010, affected residents along Seneca Drive were notified of the proposed parking
changes. One comment was received from a resident and they were in favour of the Seneca
Drive parking prohibition.
