HomeMy WebLinkAboutINS-10-004 - Traffic Control - Wilson Ave at Wabanaki DrREPORT TO:Infrastructure Services Department DATE OF MEETING: December 13, 2010 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Dave Seller, Traffic Technologist (741-2369) WARD(S) INVOLVED: Ward 3 DATE OF REPORT: December 6, 2010 REPORT NO.: INS-10-004 SUBJECT: TRAFFIC CONTROL – WILSON AVENUE AT WABANAKI DRIVE RECOMMENDATION: That a yield sign be installed for the eastbound right turn lane on Wilson Avenue at Wabanaki Drive; and further, That parking be prohibited anytime on both sides of Wabanaki Drive between Wilson Avenue and Fairway Road South; and further, That the Uniform Traffic By-law be amended accordingly. BACKGROUND: As part of the Wabanaki Drive Extension from Goodrich Drive to Wilson Avenue, the work included the construction of a new two (2) lane secondary arterial roadway complete with urban cross-section (including curb and gutter, sidewalks, bicycle lanes, travel lanes and boulevards), new storm sewer and services and stormwater management pond, new sanitary sewer services and new watermain, services and appurtenances. REPORT: Prior to the extension of Wabanaki Drive, Wilson Avenue at Wabanaki Drive operated as a three legged intersection. Vehicles travelling eastbound and making a right turn from Wilson Avenue to travel southbound on Wabanaki Drive were given the right-of-way due to the fact that there were no southbound vehicles along Wabanaki Drive at Wilson Avenue. After the completion of the Wabanaki Drive extension, Wabanaki Drive at Wilson Avenue is currently operating as a four legged intersection. Northbound/southbound traffic travelling along Wabanaki Drive at Wilson Avenue has the right-of way. Transportation Planning is recommending that a yield sign be installed for the right turn lane on eastbound Wilson Avenue and provide the southbound through traffic on Wabanaki Drive the right-of-way, thereby minimizing the potential vehicle conflict with vehicles making a right turn from ë ó ï Wilson Avenue to travel southbound on Wabanaki Drive. Be advised that with the recent opening of the intersection of Wabanaki Drive at Wilson Avenue, Transportation Planning will be monitoring the operations at this location to ensure that the appropriate traffic control is in place. The function of Wabanaki Drive as a secondary arterial road is to distribute large volumes of traffic, typically 12,000 to 20,000 vehicles per day, between other arterial roads and major collector roads. Wabanaki Drive from Goodrich Drive to Wilson Avenue is a two (2) lane cross section with bike lanes on both sides of the roadway and Wabanaki Drive from Goodrich Drive to Fairway Road South is a two (2) lane cross section. In order to maintain safe operating conditions for vehicular and cycling traffic, Transportation Planning is recommending that parking be prohibited anytime on both sides of Wabanaki Drive between Wilson Avenue and Fairway Road South. Developments in this area provide on-site parking as per approved site plans and do not generate the need for on-street parking. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of intersection control and parking regulations will provide positive direction for motorists. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $3,400 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: None.
