HomeMy WebLinkAboutCSD-10-076 - Commission Agreement, Stefan Rose 2010 Artist-In-ResidenceREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: December 13, 2010 SUBMITTED BY: Mark Hildebrand, Director, Community Programs and Services Ext 2687 PREPARED BY: Cheryl York, Arts/Culture Co-ordinator Ext 3381 WARD(S) INVOLVED: All DATE OF REPORT: December 3, 2010 REPORT NO.: CSD-10-076 SUBJECT: COMMISSION AGREEMENT, STEFAN ROSE, 2010 ARTIST-IN-RESIDENCE RECOMMENDATION: That the commissioning and installation of art work by the City’s 2010 Artist-in- Residence, Stefan Rose, be approved; and further, That the Mayor and Clerk be authorized to execute the Artist-in-Residence 2010 Commission Agreement with Stefan Rose in a form satisfactory to the City Solicitor, such agreement encompassing the terms set out in Report CSD-10-076. BACKGROUND: The City of Kitchener’s innovative Artist-in-Residence (A.I.R.) program celebrated its fourteenth year with the appointment of Stefan Rose. During his residency, Mr Rose organized and presented community outreach events including artist talks, installations of photographic panels on the inside of GRT buses, a reading at Word On The Street, and membership on the public art committee. In addition, he prepared a body of work to be exhibited in the Rotunda Gallery in December 2010. His year-long project was titled “Grand River, Grand Conversation” for its focus on one of the region’s most important natural assets. REPORT: At its November 8, 2010 meeting, the Public Art Working Group resolved to recommend the City’s acquisition of the art work titled “Grand River, Grand Conversations”, to be installed in the public areas of City Hall. Concept and Theme Mr. Rose’s proposal is for a series of works consisting of ten framed photographs plus accompanying poems. The artist-in-residence program year gave Mr. Rose the opportunity to speak with city residents and ask them about their relationships to theriver, the city and their sense of community. Photos and poems emerged from his encounters with residents and his study of the many moods of the Grand River throughout the seasons. ï ó ï The ten photographs are to be selected from the sixteen works exhibited in the Rotunda Gallery’s December show. The works can easily be displayed separately, in small groups in various locations, or as a complete series of ten. Each work will be matted and framed. A draft agreement to acquire the work has been reviewed by Legal Services and is subject to Council’s approval. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The artist-in-residence program aligns with: for Kitchener the development of arts and culture, supporting increased quality of life residents; and Culture Plan I and II goals and recommendations. FINANCIAL IMPLICATIONS: The commission is supported by the Public Art Trust Fund in the amount of $5,000. This fund was originally donated by the Lions Club of Kitchener for the acquisition of original art work for the City. COMMUNITY ENGAGEMENT: The artist–in-residence program is provided with the city’s marketing services to facilitate communication between artist and public. Print and electronic media releases, notices, announcements and invitations reach the general public as well as specific sectors to encourage participation. All events and program elements are accessible to our diverse public. CONCLUSION: The City of Kitchener Artist-in-Residence Program was the first of its kind in Canada. In its fourteenth year, it continues to contribute to Kitchener’s cultural heritage. The commissioned work is a tangible and lasting part of our community’s shared cultural heritage.
