RECOMMENTATION:
That Demolition Control Application DC10/13/H/ATP requesting permission to demolish
one (1) single detached dwelling located at 771 Huron Road, owned by Deerfield Homes
Limited, legally described as PT LT 158 GERMAN COMPANY TRACT KITCHENER PTS 1

BACKGROUND:
The Community Services Department has received an application requesting the demolition of a
single detached dwelling municipally addressed as 771 Huron Road. The subject lands are
zoned Residential Six (R-6) in the Zoning By-law and designated as Low Rise Residential in the
Official Plan. The single detached dwelling proposed to be demolished is currently vacant. The
owner has received approval of a draft Plan of Subdivision (30T-10201) and a Zone Change to
allow the subject lands to be developed with 72 street townhouse units and 11 single detached
dwelling units.
REPORT:
Staff advise that the single detached dwelling proposed to be demolished is situated on a site
which has recently received approval of a draft plan of subdivision for the development of 72
street townhouse units and 11 single detached dwelling units. The redevelopment is consistent
with the intent of the Official Plan’s Low Rise Residential designation which favours the mixing
and integration of different forms of housing to achieve a low overall intensity of use.

Heritage Planning Comments:
Staff have no objections to the proposed demolition.
Urban Design Comments:
Staff have no objections to the proposed demolition.

Building Division Comments:
A City Building Inspector examined the interior and exterior of the subject property in November
2010. The Building Division has no objections to the proposed demolition.
Engineering Division Comments:
Staff advise that financial arrangements with the City’s Engineering Division for the removal
and/or capping of existing service connections are not required since there are no existing
service connections to the subject dwelling. For future redevelopment, redundant driveways are
to be closed and constructed with new curb and gutter, all of which has to be completed to City
standards and at the applicant’s expense. Any new services required should be paid for prior to
the issuance of a building permit. The Engineering Division has no objections to the proposed
demolition.
Planning Analysis:
Staff are of the opinion that the proposed demolition is required to implement the approved
subdivision plan. Staff have taken all internal agency comments (see Appendix “B”) into
consideration and have no concerns with the proposed demolition.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The proposed demolition is required prior to the redevelopment of the subject site and will align
with the Kitchener Strategic Plan as it ensures the implementation of the community priority
Development with comprehensive redevelopment that is consistent with Provincial, Regional
and City planning policies.
FINANCIAL IMPLICATIONS:
No new or additional capital budget requests are expected with this recommendation.
COMMUNITY ENGAGMENT:
A neighbourhood circulation was not made as part of this application as the applicant intends to
redevelop the site. However, all property owners within 60 metres of the subject property will
receive notice of the Committee meeting dealing with this demolition control application for
information purposes.
CONCLUSION:
Planning staff have considered this application and are of the opinion that the proposed
demolition is justified as the removal of the existing single detached dwelling unit is required to
implement the approved subdivision plan. Planning Staff recommend that Demolition Control
Application DC10/13/H/ATP requesting permission to demolish one single detached dwelling,
located at 771 Huron Road, owned by Deerfield Homes Ltd., be approved without conditions.
