3.0Sustainability Fund: Don Bourgeois
On a motion made by Cheryl Ewing, seconded by Helena Ball

To support the staff report requesting annualization of the arts and culture
“
sustainability fund in the operating budget beginning in 2011.”
Discussion
Don Bourgeois to take motion to Feb. 15 Finance Committee Public Consultation session.
o
In 2010, Creative Enterprise organization recommended an annual increase of
o
$1/resident to increase required/available funding to sustain arts and culture in our
region ($225,000 for Kitchener; one million dollars region-wide).
This fund will assist in attracting/retaining residents/employees in creative industries.
o
This money is not for the Enabling Organization whose intention is for the private sector
o
($1M) and higher levels of government ($1M) to match this amount.
Last year, Council made a one-time contribution to the sustainability fund. Current
o
request is for annual funding.
Recipients of this funding are not prescribed.
o
Last year, the Symphony, the KW Art Gallery and Themuseum benefitted.
o
First step is to secure the funding, then address how to distribute it.
o
ACAC discussed provision of support and creation of opportunities for individual artists,
o
another important need.
Larger orgs receiving funding could leverage it to provide aid/opportunities for artists.
o
This funding won’t meet all the needs in the arts community. The Enabling Organization,
o
which is still getting off the ground, will eventually be another aid. Hope is that it will
represent individual artists in our region at the funding table as well as organizations.
Municipalities are prevented from subsidizing individual artists; mandate is to support
o
greater good.

ACTION: Next meeting, revisit sustainability funding and address its allocation

4.0Work Plan
Possible priorities:
Define City’s role in arts/culture development in the region (very impt as per 90% of ACAC)
1.
Develop strategies for youth engagement in arts and culture (40%)
2.
Contribute to feasibility study terms of reference for a downtown multiuse arts centre (60%)
3.
Develop an arts and culture cluster strategy (60%)
4.
Develop strategies to build audiences and cultural tourism (40%)
5.
Identify opportunities for convergence of arts and culture and technology (50%)
6.
Consider lack of rehearsal/storage/performance space and solutions (30%)
7.
Monitor community initiatives assisting newcomer artists (20%)
8.
Committee is keen to have some concrete achievements in hand, something tangible at end

Next meeting to include presentation on City’s Official Plan, which will help us align

priorities.
ACAC will design level of committee involvement in these priorities, and remain flexible

enough to address things as they arise.
ACAC addressed the priorities by putting them into groups, and members indicated interest:

Role of City in Arts and Culture (priority #1, above). ACAC could choose to address this

priority first. Will involve other municipalities and other arts and culture advisory
committees across the region. This will yield a tangible policy recommendation. Impacts
planning, funding… Will take time to develop.

Other priorities will be grouped together and addressed by subgroups of ACAC.
Facilities/Services for Arts (priorities 3,4,7). Both a short and long term strategy. Could

involve other community partners, stimulus funding, could align with other city priorities
(downtown intensification) or piggyback on other initiatives.

Convergence of Arts, Culture and Technology (priority #6) Opportunities to collaborate

tourism and audience development. Could be a network of residencies in technical
organizations… Could involve the HUB, the Critical Media Lab…

Items to monitor, or ‘other’ (priorities 2, 5, 8). Some of priorities do not require action by

ACAC. Other groups are addressing; ACAC to monitor. For example, strategies for youth
engagement in arts and culture—ACAC should support others who are doing this. Combines
with #5—cultural tourism strategies (Waterloo Region Tourism Corporation doing this), and
#8—community initiatives assisting newcomer artists, which is also underway by others.

ACAC may meet monthly (third Tuesday), allowing subgroups to report back then.

Sub groups to report to committee, committee makes decisions after discussions.

ACTION: Staff to survey members on areas of interest for sub group participation
ACTION: Cheryl Ewing to set up ‘basecamp’ (project management program) for ACAC’s tasks
ACTION: Staff will draft a work plan for committee to review at next ACAC meeting. Meeting
schedule will follow.

5.0Cross appointments to Downtown Advisory Committee (DAC) & Economic Development
Committee (EDAC)
Aaron MacFarlane is DAC rep to ACAC, and will make cross reports to committees.

ACTION: staff to solicit an EDAC rep to join the ACAC subcommittee on Facilities/Services for Arts
INFORMATION ITEMS
6.0Public Art Working Group (PAWG) Report: Juan Bohorquez
PAWG determined that PAWG members shall remove themselves from the committee if they

wish to respond to competitions.
Juan Bohorquez resigns from PAWG so that his own artistic practice can respond to City
?
public art competitions.
Ann Marie Hadcock volunteered to be the new PAWG representative at the ACAC table.

7.0Downtown Advisory Committee (DAC) Report: Aaron MacFarlane
To date, DAC has viewed presentations about the Business Improvement Area and an
?
orientation to Economic Development, but has not yet considered its work plan.
City Centre condos sales office to be completed March 1.

Charles & Benton to be open to the public in early 2011.
o
Projects in process: KPL Parking Garage, Courthouse.
o
King Street design won 2011 community places award.

Catherine Mombourquette: Seeks input on possible lecturers to address topics of social

innovation. Respond to Catherine with suggestions. Social Innovation Generation is a
national project that researches, gathers information on systems thinking and social change
in Canada. Focus: How to facilitate social change. philanthropist.ca has articles on SIG.
Juan Bohorquez: Vacant studios available for rent at Globe Studios.

Cheryl Ewing: Sign up to be part of the Cultural Directory at
?

do. Membership is free…Collaboration by Enabling Organization and Waterloo Region
Tourism and Marketing Corporation (WRTMC) supported WRTMC as now host for Waterloo
Region Arts Council’s Arts Portal.
Marcel O’Gorman: University of Waterloo’s Critical Media Lab to move from the Museum

into former Artery Gallery space at 156/158 King. New space is more flexible, accessible
Ann Marie Hadcock: Offering drawing classes and small community projects at 72 St. Leger

with Homer Watson House and Gallery. Upcoming competition, Curators to judge. Prizes.
