DELEGATIONS
Role, responsibilities and relationships of Advisory Committees: Colin Goodeve, Committee
Administrator, Clerk’s department
Role: advise and make recommendations as specified in committee terms of reference

Advisory Committees do not supervise staff
o
Focus: review issues within area of purview; identify priority issues; promote or update
?
proposals to strengthen policy; liaise between city and community
Responsibilities: fulfil the committee’s mandate; respect due process; demonstrate respect;
?
give fair consideration to other viewpoints; demonstrate due diligence and professionalism;
conform with relevant legislation; contribute meaningfully and offer constructive comments;
immediately divulge any conflict of interest situations
Relationship: committee recommendations are made to the Community and Infrastructure
?
Services Standing Committee by written report, authorized by resolution and passed by a
majority; Council always makes final decisions
City’s Strategic Plan: Jenn Grein, Corporate Project Assistant, CAO’s office
Strategic plan update now underway, community engagement/input is a key ingredient
?
Vision: Building an innovative, caring and vibrant Kitchener with safe and thriving
?
neighbourhoods
City Priorities: Quality of Life; Leadership and Engagement; Diversity; Dynamic Downtown;

Development; Environment
Plan sets out strategic directions for each priority

3.0Orientation
Committee Resources, Carrie Kozlowski: provided resources to ACAC and information about
?
the committee and where to find information
Culture Plan, Cheryl York: Kitchener’s Culture Plans provide guidance for investing in local
?
cultural assets to achieve community-wide prosperity and revitalization, quality of life and
city identity. CulturePlan I and II documents and updates reside on our web site.
Arts Funding, Ingrid Pregel: The city’s Community Investment Strategy guides grant
?
delivery.
Three categories of grants are available to organizations meeting the requirements:
?
To support operations
o
To enable special projects
o
To kick-start new initiatives
o
Sustainability funding for community arts groups to be shared between the Region and the
?
municipalities; Prosperity Council launched this idea
Regional Partnerships, Ingrid Pregel: the Region, the townships and the municipalities are
?
exploring how best to collaborate to support the arts community in the region
Arts and Culture Advisory Committees from the cities hold joint meetings to share
o
information
Other partnerships include Waterloo Regional Tourism and Marketing Corporation
o
(WRTMC)
Arts Portal to be hosted by WRTMC, intention is to create a one-stop source of
o
information about what’s going on in our region and a place for arts to connect
online. Promotion/marketing of the site is necessary

Priorities for further CulturePlan implementation (as established by ACAC 2010):
?
Define the city’s role in arts and culture development within the context of the
o
Region’s position and the positions of other private and public sector agencies.
Develop strategies for youth engagement in arts and culture.
o
Develop a feasibility study as a first step for a downtown multiuse arts centre; ACAC
o
to contribute to scope of study
Develop an arts and culture cluster development strategy in partnership with
o
economic development agencies, arts organizations, and private enterprise. Includes
Civic District (area betw Queen, Ellen, Frederick, Weber)
Develop strategies to build audiences and cultural tourism.
o
Additional priorities for arts development indentified by current committee members:
?
ACAC participation in preparation of Kitchener’s Official Plan
o
Official Plan revisions going to advisory committees for review in March 2011
?
Multiuse corridors provide opportunities for arts space
?
Upper storey adaptive reuse for art and culture uses may offer additional
?
space for artists
Participation by private developers in the Public Art program—examine
?
existing bonusing program
Educate Council on arts and culture priorities
o
Identify opportunities for convergence of arts and culture and technology
o
Consider lack of rehearsal/storage/performance space and solutions
o
Monitor community initiatives assisting newcomer artists
