Gosse, Director of Legislated Services/city Clerk, 2809 PREPARED BY: Patricia Harris, Manager of Licensing, 2854 WARD(S) INVOLVED: 5 DATE OF REPORT: February 28, 2011 REPORT NO.: FCS-11-046 SUBJECT: REQUEST FOR LIQUOR LICENCE – HOLY SPIRIT FESTIVAL ASSOCIATION OF KITCHENER-WATERLOO – JUNE 10-12, 2011 RECOMMENDATION: That the City of Kitchener has no objection to a liquor licence being issued to the Holy Spirit Festival Association of Kitchener-Waterloo for an event to be held on June 10-12, 2011 at 1548 Fischer-Hallman Road East, Kitchener, and further, That this event be declared a “Community Festival” for the purpose of applying for a liquor licence, since this is a traditional Portuguese celebration of their heritage and promotes unity and understanding within our community. BACKGROUND: Prior to the Alcohol and Gaming Commission of Ontario (AGCO) issuing a liquor licence for this type of event a resolution of Council is required recognizing the festival as a “Community Festival”. Applicants for a community festival designation must be a registered charity or non- profit corporation, or association organized to promote charitable, educational, religious or community objects. REPORT: Correspondence has been received from Jose Lourenco, President of the Holy Spirit Festival Association of Kitchener-Waterloo requesting permission to have a beer tent and serve alcoholic beverages at the Kitchener Portuguese Club located at 1548 Fischer-Hallman Road East, Kitchener during the annual Holy Spirit Festival. This is an annual event that has been approved by Council for the past 10+ years. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: Community Priority – Diversity The City wants to provide a community that acknowledges and embraces ethnic, cultural and social differences.
