HomeMy WebLinkAboutINS-11-011- Huron Rd Reconstruction - Truck Routing DetoursREPORT TO:Community and Infrastructure Services Committee DATE OF MEETING: March 21, 2011 SUBMITTED BY: John McBride, Director of Transportation Planning PREPARED BY: Stephanie Brasseur, Traffic Project Coordinator (741-2373) WARD(S) INVOLVED: Wards 5 & 6 DATE OF REPORT: February 17, 2011 REPORT NO.: INS-11-011 SUBJECT: HURON ROAD RECONSTRUCTION – TEMPORARY HEAVY TRUCK DETOURING RECOMMENDATION: That the following roadways be designated on a temporary basis as twenty-four (24) hour heavy truck routes from April 5, 2011 through to December 31, 2012: Strasburg Road – Huron Road to Bleams Road Plains Road – Fischer Hallman Road to Huron Road Trillium Drive – Huron Road to Bleams Road. BACKGROUND: MTE Consulting will be managing and administering the reconstruction of Huron Road for the City of Kitchener. Due to Huron Road being closed to traffic for this reconstruction project, heavy truck and regular traffic must be detoured from Huron Road during the work. Alternate truck/traffic routes must be used in the area in order to adequately serve local businesses and accommodate through traffic around the closure of Huron Road. REPORT: The project is expected to commence in the spring of 2011 and be completed in December 2012, representing a two-year timeline. The work for Huron Road between Strasburg Road and Fischer Hallman Road is proposed in a number of stages (plan attached), in order to accommodate traffic and community access throughout the project: í ó ï Stage 1 - 2011 Huron Road from Fischer Hallman Road to Plains Road, boulevard grading only - Detour (may be required) via Fischer Hallman Road to Plains Road to Huron Road Stage 2 - 2011 Roundabout and roadway construction of Huron Road at Strasburg Road including up to Strasburg Creek - Detour via Strasburg Road to Bleams Road to Fischer Hallman Road - Or Trillium Drive may be used as an alternate for truck access during this stage Stage 3 - 2011 Strasburg Creek to Featherstone / Cranshaw Streets - Detour via Strasburg Road to Bleams Road to Fischer Hallman Road Stage 4 - 2011 Huron Road from Plains Road to and including the intersection of Featherstone / Cranshaw Streets - Detour via Strasburg Road to Bleams Road to Fischer Hallman Road Stage 5 - 2012 Huron Road from Fischer Hallman Road to Plains Road - Detour via Strasburg Road to Bleams Road to Fischer Hallman Road - Detour via Fischer Hallman Road to Plains Road to Huron Road Stage 6 - 2012 Strasburg Creek – creek works to occur in July and August of 2012 - Detour via Strasburg Road to Bleams Road to Fischer Hallman Road - Trillium Drive may be used as an alternate during this stage Both Strasburg Road and Trillium Drive currently permit heavy truck traffic from 7:00 am to 7:00 pm. During the closure of Huron Road, twenty-four (24) hour heavy truck access is required in order to serve this area. In order to accommodate detoured heavy truck traffic during the closure of Huron Road, the following roadways are to be designated as twenty-four (24) hour truck temporary routes during the reconstruction of Huron Rd: Strasburg Rd between Huron Road and Bleams Road Plains Road between Fischer Hallman Road and Huron Road Trillium Drive between Huron Road and Bleams Road Bleams Road between Homer Watson Boulevard and Fischer Hallman Road * * Bleams Road between Homer Watson Boulevard and Fischer Hallman Road is a Regional roadway. Accordingly, the Region of Waterloo has agreed to accommodate twenty-four (24) hour truck/traffic detour routing on Bleams Road during the reconstruction of Huron Road. í ó î Plains Road is not designated as a heavy truck route. Plains Road will be required as a detour during the project’s stage 1 (2011) and stage 5 (2012) to accommodate heavy truck traffic. Plains Road is earmarked for permanent closure through the development of the Becker Estates subdivision. A date for this permanent closure, driven by the developer, is unknown at this time. In order to expedite the construction and allow the detour to be put in place for this project, along with the accommodation of all traffic including heavy truck traffic, we recommend the designation of temporary twenty-four (24) hour truck routes on Strasburg Road, Plains Road and Trillium Drive. In order to clarify the heavy truck routing information, the following are quoted from the City of Kitchener Uniform Traffic Bylaw 2007-138: “A Heavy Truck is defined as a vehicle or combination of vehicles having a weight when unloaded of 4.6 tonnes (4,600 kilograms) or more, but does not an ambulance, bus or vehicle of the Police or Fire departments.” “Under Part XVII - Heavy Trucks Prohibited – when authorized signs have been erected and are on display, no person shall drive, move or operated a heavy truck on any highway except those or parts of highways named or described in Schedule ‘23’ of this by-law, during the times and/or days set out in the said Schedule.” “Section 1 of this part shall not apply to the driver of a heavy truck making a bona fide delivery to, or a collection from, a premise or premises which cannot be reached by any route other than a highway or part of a highway where heavy trucks are not permitted within this by-law, provided that when making such a delivery or collection the same highway or portion of highway is travelled only insofar as is unavoidable in getting to and from such premise or premises.” ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: This initiative falls under the Community Priority of Quality of Life. “Work with partners, including all orders of government, to create a culture of safety in our community.” The implementation of improved traffic flow and safety will provide positive direction for motorists. FINANCIAL IMPLICATIONS: Heavy truck signing will be removed from Strasburg Road and Trillium Drive by City forces and by Regional forces on Bleams Road in order to allow for this temporary change. Signs will be reinstated upon the completion of the Huron Road project. The approximate cost to revise Heavy Truck signing in the area is $500 and will be taken from the Huron Road Reconstruction capital budget account. í ó í COMMUNICATIONS: The consultant provides notification of the initial construction start up, as well as for major updates throughout the project. Public Information Centres are held for public input and notification as a regular part of our Engineering road reconstruction program. Advance road closure signs will be installed prior to the commencement of the project. Heavy Truck signs will be removed on Strasburg Rd, Plains Road, Trillium Drive and Bleams Road for the duration that the detour is in place. This project will also be included on the road closure page of the City of Kitchener’s website. City of Kitchener staff will be represented on the construction project team and will be attending regular meetings related to the project.
