SUBJECT: APPOINTMENT TO HERITAGE KITCHENER -CIVIC
CENTRE NEIGHBOURHOOD HERITAGE CONSERVATION
DISTRICT REPRESENTATIVE
RECOMMENDATION:
That Cathy Blackbourn be appointed to Heritage Kitchener as the Committee's
representative from the Civic Centre Neighbourhood Heritage Conservation District for a
term expiring November 30, 2012.
BACKGROUND:
Section 3(d) of Council Policy I-110 (Heritage Kitchener -Terms of Reference) sets out that the
composition of Heritage Kitchener shall include one representative from each of the City's
Heritage Conservation Districts (HCD). It is this person's role to work with staff on issues
impacting that District and provide comments on behalf of the area's residents. However,
during Council's recent advisory committee appointment process, no applications were received
for two of these sector-specific positions (Victoria Park HCD and Civic Centre Neighbourhood
HCD).
REPORT:
On December 21, 2010, staff was contacted by Ms. Cathy Blackbourn, who expressed an
interest in being appointed to Heritage Kitchener. Accordingly, she was requested to complete
an application, copies of which along with her resume have been circulated under separate
cover to all members of Council in accordance with the Municipal Freedom of Information and
Protection of Privacy Act.
Heritage Kitchener's Terms of Reference states that appointments shall be based on an
applicant's demonstrated interest and participation in heritage matters, academic qualification,
work experience, knowledge, and professional expertise. To this, Ms. Blackbourn has aPost-
Graduate Degree in Museum Studies. Her work experience includes positions with several
museums and related association, as well as volunteer experience on other Local Architectural
Conservation Advisory Committees (LACAC). Ms. Blackbourn also resides in the Civic Centre
Neighbourhood Heritage Conservation District, thereby qualifying her to be the Committee's
representative from that area.

Typically, an application received after Council's appointment process has been completed
would be forwarded to the appropriate advisory committee for consideration. The advisory
committee would then make a recommendation to Council regarding said application. The first
meeting of Heritage Kitchener's new term is January 11, 2011, which will primarily consist of
Committee orientation. Given that Heritage Kitchener has yet to meet and taking into
consideration the applicant's qualifications, it was determined to forego the standard process, as
it would have precluded Ms. Blackbourn from participating at the first meeting of the new
Committee.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Citizen appointments to advisory committees relate to the Leadership and Community
Engagement Priority of the City of Kitchener Strategic Plan. The proposed appointment
demonstrates the City's commitment to fostering an open decision-making process and two-way
communication with the community regarding matters affecting the City's heritage resources.

COMMUNITY ENGAGEMENT:
At the beginning of December 2010, residents of the Civic Centre Neighbourhood Heritage
Conservation District were circulated a newsletter providing an update on the resolution of the
Ontario Municipal Board appeal of the designating by-law. It indicated that now that the
heritage district is in effect, the City was seeking a neighbourhood representative to become a
member of Heritage Kitchener. Interested residents were advised to contact the Office of the
City Clerk for more information. Staff received two inquiries into the Committee's vacancy and
only Ms. Blackbourn has submitted an application for appointment as of the date of this report.
