Golf Courses
That proposal P11-004 Food Service Provider: Rockway and Doon Valley Golf Courses, be
awarded to Compass Group Canada Ltd., Mississauga, Ontario, at their proposed revenue
amount to the City of 15% of gross sales for one (1) year, with an option to renew for two (2)
additional one year terms and further that the Mayor and City Clerk be authorized to execute a
contract satisfactory to the City Solicitor.
BACKGROUND:
Foodservice activities have been traditionally provided by Enterprise staff. In 2010, a decision
was made to outsource services at the golf courses.
The City issued a Request for Proposal (RFP) from qualified and experienced foodservice
operator(s) to manage, operate and report to the Enterprise Division on all foodservice activities
at Rockway and Doon Valley Golf Courses.
REPORT:
Proposals were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eleven
(11) potential bidders downloaded proposal documents, and by the closing date of Wednesday
February 2, 2011, two (2) proposals had been received.

The proposals were reviewed by K. Baulk, Director, Enterprises, K. Kugler, Manager of KMA &
Arenas and S. Rudak, Buyer, who concur with the above recommendation.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
Theme: Financial Management Strategic Direction: Ensure responsible use of public funds
within a supportive policy framework.
The City of Kitchener's purchasing policies and practices ensure openness, fairness and
transparency in the procurement of goods and services.
FINANCIAL IMPLICATIONS:
This is a revenue generating initiative, therefore, there are no financial impacts to the City.
Projected revenue to the City before overhead is $122,000.00.
