HomeMy WebLinkAboutFCS-11-045 - E10-071 - Consult Svcs - Kolb CreekREPORT TO:Committee of the Whole DATE OF MEETING: 2011-03-07 SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214 PREPARED BY: Larry Gordon, Director of Supply Services WARD(S) INVOLVED: 1 DATE OF REPORT: 2011-02-28 REPORT NO.: FCS-11-045 SUBJECT: E10-071 – Consultant Services – Kolb Creek - Class Environmental Assessment and Preliminary Design RECOMMENDATION: That Expression of Interest E10-071, Consultant Services – Kolb Creek – Class Environmental Assessment and Preliminary Design, be awarded to Aquafor Beech Ltd., Guelph, Ontario at their estimated fee of $109,139.75, including contingency items of $9,921.80, plus H.S.T. of $14,188.16, for a total of $123,327.91, based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The Class Environmental Assessment and Preliminary Design for Kolb Creek has been initiated to address flooding and erosion issues which currently exist. The study area includes the portion of Kolb Creek immediately upstream of Smetana Drive to a point approximately 425m upstream of Rothsay Avenue. The creek in this section is comprised of approximately 915m of open channel and 305m of closed pipe. The creek is contained in a combination of narrow city owned right of way and private property. The project scope includes the generation and evaluation of various alternatives to improve the flooding and erosion issues of Kolb Creek while considering environmental and aquatic improvements consistent with the Environmental Assessment Act. A preliminary design of the selected alternative is also included in the scope of this project. REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant’s Review Committee was established consisting of K. Mick, Design and Approvals Engineer, D. Lupsa, Design/Construction Project Manager, S. Allen, Manager, Engineering Design and Approvals, C. Musselman, Senior Environmental Planner and L. Gordon, Director of Supply Services. ï ª··÷ ó ï Expressions of interest were advertised publicly in The Record, on the City of Kitchener website and on the internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by thirty (30) interested parties, and by the closing date of Friday June 4, 2010, seventeen (17) responses had been received. The Review Committee met on Wednesday June 16, 2010, to review the submissions and a shortlist of three candidates was selected for further interviews. The Committee met on Wednesday July 7, 2010 to interview the shortlisted candidates. On August 10, 2010, Deferral Notices were sent to the three shortlisted candidates, noting the project would be deferred until February 2011. On Thursday January 27, 2011, the City was in a position to proceed with this project. Revised pricing schedules were requested of the three shortlisted candidates, with a re-submission closing date of Friday February 4, 2011. The Committee elected to award the project to Aquafor Beech, Guelph, Ontario. Financial Report is attached. Budget estimate is $175,150. This project was budgeted in 2011 and 2012. Funding for EA Study and detailed design is required in 2011. The Projected Revenue amounts agree to those requested in the 2011 to 2020 capital forecast.
