Eng, Manager of Development Engineering WARD(S) INVOLVED: Ward 4 DATE OF REPORT: December 20, 2010 REPORT NO.: INS 11 -004 SUBJECT: Old Mill Road Forcemain Replacement RECOMMENDATION: That the tender selection requirements of the purchasing policy for the selection of Engineering Consultants be waived and that MTE Consultants Incorporated be retained as the Engineering Consultant for the City to undertake the detailed design and contract administration for the Old Mill Road forcemain replacement project and further; That the Mayor and Clerk be authorized to execute an Engineering Agreement for the provision of professional engineering services between the City of Kitchener and MTE Consultants Incorporated at a total cost of $52,000.00 including applicable taxes and further; That $282,000.00 be allocated from the Sanitary Sewer Utility to the Old Mill Road Forcemain Replacement project account to complete the project. EXECUTIVE SUMMARY: The City of Cambridge undertook a Class EA to determine the preferred alignment for servicing the Conestoga College and Blair Industrial Lands. During the detailed design it was identified that the City of Kitchener's existing forcemain should be replaced as part of Cambridge's project scope due to the condition, age and future capacity of the existing sanitary forcemain. The staff recommend that MTE Consultants Inc. be appointed to complete the detailed design and contract administration to replace the City's forcemain from the Old Mill Pumping Station to the Wastewater Treatment Plant. J Staff Report I�ITCHEhTER Intrastructute Services Department www1itrhenerca BACKGROUND: In March 2007, the City of Kitchener was approached by Conestoga College and the City of Cambridge to explore the potential to service the proposed South Campus for Conestoga College along with the Blair Industrial Business Park. It was determined that a viable option would be to service the lands by directing the sewage flow from Cambridge to the Kitchener Wastewater Treatment Plant in accordance with the Region of Waterloo Wastewater Master Plan. In May 2009, City of Cambridge initiated a Class "B" Environmental Assessment to determine the preferred design and alignment of the sewage outlet to the Kitchener Wastewater Treatment Plant in order to service the Conestoga College and Blair Industrial Business Park Lands. The City of Cambridge hired MTE Consultants Inc. to complete the Class EA Study. The preferred alignment includes a gravity sewer system from the Blair Business Park to a new Sanitary Pumping Station that is located at the northwest corner of Fountain Street and Morningside Drive (City of Cambridge), and a sanitary forcemain routing along Morningside Drive and crossing Highway 401, then crossing the North Campus of Conestoga College (Donn), continuing along Doon Valley Drive and then Old Mill Road, crossing Schneider Creek and ultimately outletting to the Kitchener Wastewater Treatment Facility. The Environmental Study Report (ESR) and the preferred alignment were approved by City of Kitchener council on September 21, 2009 and then City of Cambridge filed the ESR with the Ontario Ministry of Environment. (Refer Appendix A, Preferred alignment map) REPORT: In March 2010, the City of Cambridge appointed MTE Consultants Incorporated to complete the detailed design and the contract administration for the Blair pumping station and forcemain. At this time, MTE Consultants Inc. are currently finalizing the detailed design for the pumping station and forcemain based on the preferred alignment from the Class EA Study. The design was coordinated and reviewed by both the City of Kitchener and the City of Cambridge. Through the design review some concerns were raised in regards to the condition, age and capacity of the City of Kitchener's existing sanitary forcemain. The existing forcemain 300mm dia. ductile iron forcemain is approximately 40 year's old and 550 meters in length; it runs from the Old Mill Pumping Station to the Wastewater Treatment Plant. The City of Cambridge's consultant MTE recommended to the City of Kitchener Infrastructure Service Department that the 300mm diameter sanitary sewer should be replaced as part of the Cambridge project due to age and the structural integrity of the pipe. The City staff (Operation and Engineering section) reviewed MTE's request and find that this would be an appropriate time to replace the existing forcemain to reduce future breakages and related environmental impacts (Refer Appendix B, proposed forcemain). Further, based on future development within the Old Mill pumping station catchment area the existing forcemain has no additional capacity to support future growth and development within the area. Furthermore, the City of Kitchener requested MTE Consultants Inc to investigate the benefits of replacing the existing forcemain as part of the City of Cambridge's work scope, the benefits are listed below: J Staff Re orb T p Infrastructure 5erl�rces Department www.kitchenerca 1. If the City of Kitchener decided to replace this forcemain as a separate contract, the estimated construction cost for the project would be $456,000. However, if the City decided to replace this pipe with the City of Cambridge project there will be cost savings of $126,000 on construction costs alone. 2. The cost saving in consulting fees for gathering the background data, geotechnical investigations, survey and other agencies permit requirements is about $50,000. This information has been already gathered for the City of Cambridge project. 3. There will be less nuisance to the residents in the area as construction will only be occurring once for both forcemains. 4. There will be less impacts to Schneider Creek as construction would only occur one time. 5. Cost and time savings as the City of Cambridge has already received approvals and permits from both the Grand River Conservation Authority and the Department of Fisheries to cross the Schneider Creek for this construction work. Based on the above benefits, Engineering and Operation staff recommend that MTE Consultants Inc. be appointed to complete the replacement of the forcemain. As part of the detailed design, MTE Consultants Inc. would facilitate the contract administration and full time inspection during the construction. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The Old Mill Road forcemain replacement project is aligned with the City of Kitchener strategic plan; refer to strategic plan document, community priorities — Development sections 1 & 3. FINANCIAL IMPLICATIONS: The estimated construction cost for the project is $330,000 along with MTE Consultant Inc. fees of $52,000 which would total $382,000 for the City of Kitchener cost sharing portion of the project. There is $100,000 in the Old Mill Pumping Station account (52000132) from Development Charges and an additional $282,000 is requested to be allocated from the Sanitary Sewer Utility to the Old Mill Road Forcemain Replacement project account to complete the project. This amount was already included in the 2011 Capital budget forecast. COMMUNITY ENGAGEMENT: The City of Cambridge along with MTE Consultants Inc. held two Public Information Centre's (PIC's) on June 23, 2009 and August 20, 2009 respectively, as part of the Class EA process to present the study findings and obtain comments from the residences on the project and in efforts to determine the best alignment for the forcemain. The first PIC had 8 residences in attendance and the second PIC had 17 residences in attendance. The City of Kitchener requested the City of Cambridge to conduct a third PIC to present the detailed design and revised alignment of the forcemains. The PIC will be held on January 25, 2011 with the City of Kitchener and City of Cambridge residents and all issues will be resolved and taken into consideration prior to construction commencing on site. At this time staff would like to include the replacement of the existing sanitary forcemain to the City of Cambridge project scope in order to avoid potential pipe breakage, and to accommodate future development within the catchment area.
