Each sector of the municipality has a distinct role which enables them to contribute to the strategic crime prevention initiative in different ways. This applies to everyone from elected leaders to municipal services and local institutions, and the success of the initiative depends very much on their commitment and involvement. In many cases, municipal services already help to prevent crime in the course of their day-to-day work. Section 3 of the toolkit outlines the contribution which each service can make in a strategic way. They have been considered in three groups. The leadership and general development and coordination of the strategy are the responsibility of the elected officials and those in charge of the overall administration of the municipality. They also have responsibility to direct the implementation of the action plan. This section presents the roles which must be played by: > the Mayor > the municipal council > the city manager. In addition, certain services have a particular technical expertise which is crucial to the develop- ment of the strategy, notably public security, urban planning and community development: > police service > urban planning and design > parks services > community development.
