REPORT TO: Committee of the Whole
DATE OF MEETING: 2010-12-20
SUBMITTED BY: Larry Gordon, Director of Supply Services, 2214
PREPARED BY: Steve Rudak, Buyer, 2213
WARD(S) INVOLVED: N/A
DATE OF REPORT: 2010-12-10
REPORT NO.: FCS-10-007
SUBJECT: T10-128 -Hydrovac Excavating Services
RECOMMENDATION:
That tender T10-128, Hydrovac Excavating Services, be awarded to Super Sucker Hydro Vac
Service Inc., Ancaster, Ontario at their tendered price of $171,600., plus H.S.T. of $22,308., for
a total of $193,908., with an option to renew for four (4) additional twelve (12) month terms.
BACKGROUND:
Hydrovac excavation is a no dig technology enabling underground infrastructure to be exposed
for maintenance and repair. Where in the past the requirement to carry out such repairs was a
backhoe and dump trucks, we now use a hydrovac vehicle for repairing water or gas
mains, services and valve boxes (water and gas), and performing anode installations. The use
of a hydrovac vehicle has improved efficiencies and staff may now perform double to quadruple
the work in one day. There is also a cost saving in that the surface restoration area is
minimized by having smaller, more localized access points.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Twenty
(20) potential bidders downloaded tender documents, and by the closing date of Thursday
November 25, 2010, three (3) tenders had been received.
The following tenders were received:
