Gosse, 2809 WARD(S) INVOLVED: n/a DATE OF REPORT: December 15, 2010 REPORT NO.: FCS-10-015 SUBJECT: APPOINTMENT TO KITCHENER PUBLIC LIBRARY BOARD RECOMMENDATION: That be appointed to the Kitchener Public Library Board for the term December 1, 2010 -November 30, 2014. BACKGROUND: In September 2010, an extensive recruitment program began looking for suitable candidates for appointment to City Committees and Boards including the Kitchener Public Library Board (KPLB). On November 22, 2010 the Striking Committee met and made recommendations for appointments which were adopted by Council on December 6tn On December 9t" Ms. Tiffany Dejak, who was appointed to the KPLB, informed the Library's Chief Executive Officer that she had moved prior to the appointment being made and was under the impression her new address was still in the City of Kitchener, as per the address on her lease. It turned out that although the new address is on the border between the Cities of Kitchener and Waterloo, her new residence is in fact located in the City of Waterloo. The Public Library Act stipulates that a member of a Library Board must reside in the municipality in which the Board is situated. REPORT: In light of the fact that appointments to the KPLB were made on December 6t" and that Ms. Dejak unbeknownst to her, was not a resident of the City at that time; it is recommended that Council fill the last appointment to the Board from the list of applicants that were not appointed. Alternatively, Council could direct that we re-advertise for new applicants however, this will take at least one month to complete and at a cost of approximately $500. The recruitment process for appointments to boards and committees yielded 13 applications for appointment to the KPLB. Of the 13 applicants, 9 were appointed to the Board and of the 4 remaining, 2 have been appointed to other committees. The 2 applicants in question are Claude Schneider (Property Standards) and Len Carter (EDAC). Since Property Standards and EDAC do not meet on the same day/time as the KPLB, those applicants could still be considered for appointment to the Board. The applications from the 4 applicants have been circulated to members of Council. COMMUNITY ENGAGEMENT: The original call for applications to Committees and Boards included a wide variety of methods including newspaper ads, web site, face book and posters.
